Job Overview: The Health Financing / Mixed Health Systems Consultant will play a crucial role in supporting PSI country teams in Eastern and Southern Africa as they align their strategies with PSI’s Global Strategy to Scale Consumer Powered Healthcare. This position involves providing on-demand support to country teams in developing operational plans for the 2021-2023 strategy cycle. The consultant will be expected to have a solid understanding of health financing and health systems, particularly in relation to the role of private providers in delivering essential health services. The consultant will work closely with PSI Country Representatives and the Senior Strategy and Health Financing Advisor to ensure effective implementation of strategies and plans.
Duties and Responsibilities: The consultant's responsibilities will include conducting health system and health financing landscaping by collecting and analyzing relevant information about the country's health system and financing environment. They will support country teams in formulating strategies and operational plans, identifying opportunities for PSI's contributions, and aligning operational plans with existing projects and budgets. The consultant will also be tasked with developing new programming opportunities, crafting concept notes and project proposals to mobilize funding, conducting analytical work to build evidence for innovative approaches, and developing knowledge products to document and share learnings. Additionally, the consultant will focus on capacity building by creating materials and approaches to enhance capabilities within PSI, particularly in areas relevant to health systems strengthening.
Required Qualifications: Candidates must possess a graduate degree in Health Economics, Health Financing, or a related field. A minimum of 10 years of experience in the international development sector is required, with at least five years of relevant experience in health financing and health systems reforms. Experience working closely with national governments and institutionalizing programs within government systems is essential. The candidate should have strong strategic and analytical skills, a positive mindset, and the ability to work effectively in a dynamic environment. Excellent interpersonal, writing, and presentation skills are also necessary.
Educational Background: A graduate degree in Health Economics, Health Financing, or a related field is mandatory for this position. This educational background is crucial for understanding the complexities of health systems and financing mechanisms, which are central to the consultant's role.
Experience: The position requires a minimum of 10 years of experience in the international development sector, with increasing levels of responsibility. At least five years of this experience should be directly related to health financing and health systems reforms, preferably with a focus on working with national governments. The candidate should also have experience in institutionalizing programs within government systems and engaging with a diverse range of stakeholders, including donors.
Languages: Fluency in written and oral English is mandatory for this position. Additionally, fluency in written and oral French, Spanish, and/or Portuguese is desired, as it would enhance communication and collaboration with various stakeholders in the region.
Additional Notes: The successful candidate(s) will be engaged under an Indefinite Quantity Contract (IQC) for a period of one year. Individual Task Orders will be issued under the IQC, detailing the specific scope of work, expected deliverables, timelines, and the number of days allocated for each task. This position may require travel to various locations within Eastern and Southern Africa, depending on the assignments.
