Job Overview: The Senior Technical Advisor SBCC will lead PSI's initiatives under the USAID Sustaining Epidemic Control through Unified Prevention (SECURE) Activity, a five-year project aimed at providing person-centered, evidence-based HIV prevention, testing, and treatment services across Lesotho. This role involves overseeing the scale-up of Social and Behavior Change Communication (SBCC) services within the SECURE consortium, ensuring that the project addresses critical gaps in HIV prevention and treatment. The Senior Advisor will be responsible for the successful implementation of SBCC workstreams throughout the project lifecycle, from start-up to close-out, and will play a key role in strategy development, work planning, and team supervision. The position requires a strong focus on collaboration with the Government of Lesotho and other stakeholders to advance a sustainable and equitable response to the HIV epidemic.
Duties and Responsibilities: The Senior Technical Advisor SBCC will have a range of responsibilities, including: 1) Developing departmental and functional strategic priorities in collaboration with the SECURE senior management team, as well as overseeing workplans and budgets to execute these priorities. 2) Monitoring deliverables and progress, making necessary adjustments to ensure project performance is optimized through evidence-based tools and best practices. 3) Establishing and managing strategic partnerships with external stakeholders, ensuring effective collaboration and representation of SECURE at various meetings and conferences. 4) Supporting capacity building for SBCC among staff and partners involved in related activities. 5) Assisting the Chief of Party or Project Director with additional tasks and projects as needed, while collaborating closely with other senior staff to enhance overall programmatic and operational performance. 6) Supervising and developing team members, making recommendations regarding employment, performance evaluations, and other personnel actions, while setting individual and team goals and enhancing employee performance through effective communication and support.
Required Qualifications: Candidates must possess a Bachelor's degree (or international equivalent) in a related field, with a Master's degree (or international equivalent) preferred. A minimum of 8 years of relevant experience is required, with an equivalent combination of education and experience considered. Demonstrated success in designing and executing SBCC activities specifically for HIV prevention, care, and treatment in Southern Africa is essential. At least 3 years of leadership experience on a USG-funded project is preferred, along with 3 years of supervisory experience. Candidates should have advanced knowledge in relevant departmental areas, excellent leadership and management skills, and the ability to build relationships and consensus effectively. Strong analytical and problem-solving skills are also necessary, as well as excellent written and verbal communication abilities.
Educational Background: The educational background required for this position includes a Bachelor's degree in a relevant field, with a preference for candidates holding a Master's degree or its international equivalent. The focus should be on fields related to public health, social sciences, or similar disciplines that align with the responsibilities of the role.
Experience: The position requires at least 8 years of related experience, with a strong emphasis on previous work in SBCC activities for HIV prevention and treatment. Candidates should have a proven track record of leadership in projects funded by the U.S. Government, with at least 3 years of supervisory experience. The ability to demonstrate success in managing complex health initiatives and working collaboratively with diverse stakeholders is crucial.
Languages: Fluency in English is mandatory, with additional language skills in French and/or Spanish considered a plus. Effective communication in multiple languages can enhance collaboration with various stakeholders and partners in the region.
