Job Overview:
The MEAL Coordinator plays a pivotal role in leading the monitoring, evaluation, accountability, and learning (MEAL) initiatives within DRC Türkiye. This position is essential for ensuring that DRC adheres to the Core Humanitarian Standard (CHS) and maintains a robust feedback and complaints response mechanism. The MEAL Coordinator will oversee the MEAL teams across various area offices, ensuring compliance with the DRC global MEAL model. The role involves close collaboration with various coordinators and units to effectively contribute to all stages of the program cycle. The MEAL Coordinator will also be responsible for developing country strategies and translating them into actionable plans relevant to MEAL, requiring frequent travel to operational areas and partner organizations.
Duties and Responsibilities:
The MEAL Coordinator will be responsible for providing regular technical oversight throughout all stages of the program cycle, including design, planning, implementation, monitoring, evaluation, and closeout. They will offer technical support and guidance to Technical Coordinators, Programme Managers, Area Managers, and local partners. The role includes facilitating the creation of log frames and M&E plans, participating in project meetings to present MEAL data, and ensuring compliance with the global MEAL model. The Coordinator will also coordinate with field staff to develop data collection tools, lead data collection and analysis, and ensure adequate MEAL budgets for projects. Additionally, they will supervise the implementation of the Feedback and Complaints Response Mechanism, lead the CHS Improvement Plan, and provide training on accountability principles. The role also involves managing the DRC Information Management System and contributing to quality reporting for donors and government entities. Capacity building for MEAL and non-MEAL staff is also a key responsibility, along with supporting the recruitment and onboarding of MEAL staff.
Required Qualifications:
Candidates must possess at least 5 years of experience in MEAL with international or national NGOs, demonstrating strong knowledge and practical experience in M&E methodologies, particularly quantitative and qualitative methods. Advanced skills in MS Office and technical knowledge of digital platforms such as KOBO Toolbox and PowerBI are essential. Experience in staff management, particularly in distance management, is also required. Fluency in English and Turkish or Arabic is mandatory, with strong communication skills being crucial for the role.
Educational Background:
A bachelor's degree in social science, statistics, or a relevant field is required for this position. This educational background provides the necessary foundation for understanding the complexities of monitoring and evaluation in humanitarian contexts.
Experience:
The position requires a minimum of 5 years of relevant experience in monitoring, evaluation, accountability, and learning, specifically within the context of international or national NGOs. Candidates should have a proven track record of applying M&E methodologies effectively and managing teams in a humanitarian setting.
Languages:
Fluency in English is mandatory, along with proficiency in Turkish or Arabic. Strong communication skills in these languages are essential for effective collaboration and reporting.
Additional Notes:
The contract length for this position is 9 months, with the possibility of extension based on funding availability and performance. The role is classified under Band G1 – Non-Manager, and the designated duty station is the Country Office in Adana. The expected start date for this position is April 1, 202
