Job Overview:
The Assistant Administrative Officer plays a crucial role in the day-to-day management of administrative and logistical support activities within the designated area of responsibility (AOR) at the UNAMA Bamyan Field Office. This position requires strong leadership and coordination skills to manage support staff effectively and provide guidance to clients on various support-related matters. The role encompasses a wide range of responsibilities, including human resources management, budget and finance oversight, and general administration. The Assistant Administrative Officer will be expected to ensure compliance with UN rules and procedures while fostering a collaborative and efficient work environment. This position is vital for the smooth operation of the Field Office and contributes to the overall mission of the United Nations in Afghanistan.

Duties and Responsibilities:
  • Human Resources Management: Undertake actions related to the administration of the Field Office's human resource activities, including recruitment, placement, promotion, performance appraisal, job classification reviews, and staff separation. Provide information regarding conditions of service, duties, responsibilities, and entitlements under the Staff Rules and Regulations. Assess staffing needs and contribute to the staffing table for the department.
  • Budget and Finance: Assist in developing the Field Office's work program and budget, analyze inputs, and formulate resource allocations. Monitor the budget/work program using Umoja, ensuring alignment with Headquarters' budget, trust funds, and grants. Support the implementation of financial databases and follow up on pending entitlements, payments, and claims.
  • General Administration: Perform other related administrative duties, such as operational travel programs, monitoring accounts, and payments to vendors. Contribute to data collection and analysis, identifying trends and providing insights through data visualization methods. Document requirements and background information for data analysis, and provide guidance and training to general service staff.

Required Qualifications:
Candidates must possess a first-level university degree in business or public administration, finance, accounting, law, or a related field. A strong understanding of UN administrative, financial, and human resources rules and regulations is essential. The ability to perform a broad range of administrative functions and demonstrate professional competence is required. Candidates should also exhibit strong communication skills, both written and verbal, and the ability to work effectively in a team environment.

Educational Background:
A first-level university degree in business or public administration, finance, accounting, law, or a related field is required for this position. Candidates with a master's degree in the relevant fields may have the minimum years of relevant experience waived, highlighting the importance of advanced education in this role.

Experience:
A minimum of 2 years of relevant experience in administration, finance, accounting, or human resources management is required. Candidates with a master's degree may have this experience requirement waived. Experience with Enterprise Resource Planning (ERP) platforms, such as Umoja, is desirable, as is experience in data analytics or related areas.

Languages:
