Job Overview:
The Finance Coordinator will play a crucial role in ensuring efficient financial and budget management for field offices in the Centre area of Mali. This position is vital for supporting the effective implementation of programs in line with NRC policies and donor requirements. The Finance Coordinator will be responsible for implementing NRC systems and procedures, ensuring compliance with policies, preparing reports and analyses, and providing technical support to managers. This role requires strong leadership skills to manage the finance team and ensure that accounting, monitoring, and reporting are conducted according to established procedures. The Finance Coordinator will also support project staff with financial queries and oversee budget control and cash flow monitoring for the areas of responsibility.

Duties and Responsibilities:
The Finance Coordinator will be responsible for the following duties:
  • Implement NRC systems and procedures in the area of intervention.
  • Ensure adherence to NRC policies, manuals, guidelines, and donor requirements.
  • Prepare and submit financial reports and analyses.
  • Ensure proper archiving of all supporting documents.
  • Provide technical support to managers and ensure finance team training.
  • Supervise and manage the finance team.
  • Ensure that accounting, monitoring, and reporting are compliant with procedures.
  • Support project staff with financial issues.
  • Control budgets and monitor cash flows for the areas. Specific responsibilities include: 1
  • Budget monitoring and analysis. 1
  • Develop and maintain a budgeting planning system that considers expenditure forecasts and monthly analyses to evaluate planning relevance and provide necessary corrective advice. 1
  • Conduct daily internal budget monitoring and monthly/quarterly reviews with NRC Budget Holders, supported by relevant analyses and advice to mitigate financial risks. 1
  • Maintain ongoing communication with the Finance Manager regarding budget management issues and ensure necessary feedback to partners. 1
  • Provide necessary training or capacity building for internal budget holders and partners on budget monitoring and management aspects to leverage project opportunities for better results.

Required Qualifications:
The ideal candidate should possess the following qualifications:
  • A Master's degree or Bac + 4 in accounting and business management or equivalent.
  • A minimum of three (3) years of professional experience as an officer or one (1) year as a Coordinator in an accounting and financial role within a humanitarian context.
  • Professional experience in budget management and reporting for grants from ECHO, BHA, EU, FCDO, AGENCIES, SIDA, NMFA, etc.
  • Proficiency in the Agresso accounting software (Unit 4) is an asset.
  • Mastery of budget monitoring and management tools.
  • Previous professional experience in complex and unstable contexts.
  • Proven results in the responsibilities of the position.
  • Knowledge of personal leadership style/profile.

Educational Background:
Candidates must have a Master's degree or Bac + 4 in accounting and business management or an equivalent qualification. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to manage financial operations effectively in a humanitarian context.

Experience:
Candidates should have a minimum of three (3) years of professional experience in a financial role, with at least one (1) year in a coordinator position. Experience in budget management and reporting for various grants is crucial, as is the ability to work in complex and unstable environments. Proven results in previous roles will be highly regarded, demonstrating the candidate's capability to handle the responsibilities of the Finance Coordinator position effectively.

Languages:
A good command of English is considered an asset for this position. Additionally, proficiency in French is mandatory, as it is the primary language of communication in Mali. Familiarity with other languages spoken in the region may also be beneficial.
