Job Overview:
The Programme Analyst will play a crucial role in supporting the implementation and management of UNDP's Climate Change, Energy, and Environmental Management Portfolio in Afghanistan. This position involves analyzing political, social, economic, environmental, energy, and climate change trends, leading the formulation, management, and evaluation of program/project activities, and providing policy advice. The Programme Analyst will collaborate closely with various stakeholders, including UN agencies, government officials, donors, and civil society, to ensure the successful execution of UNDP programs. The role requires a comprehensive understanding of the interconnected nature of development risks and crises, and the ability to work across multiple disciplines to achieve strategic goals.

Duties and Responsibilities:
The Programme Analyst will substantively contribute to the formulation and implementation of UNDP program strategies and policies by analyzing the political, social, economic, environmental, energy, and climate situation in Afghanistan. This includes providing inputs to the UN Common Country Assessment and Sustainable Development Cooperation Framework, as well as preparing and revising key strategic documents. The analyst will support effective management of the portfolio and its projects, ensuring quality assurance and risk management throughout the project lifecycle. Responsibilities also include overseeing project planning, budgeting, implementation, and monitoring, ensuring compliance with UNDP rules and regulations, and utilizing digital technology solutions for scalability and sustainability. The role involves creating strategic partnerships, supporting resource mobilization efforts, and providing top-quality advisory services while facilitating knowledge building and management within the organization.

Required Qualifications:
Candidates must possess an advanced university degree (master's degree or equivalent) in Business Administration, Public Administration, Economics, Political Sciences, or Social Sciences, preferably with a focus on Environmental Science, Natural Resource Management, Environmental Economics, or Energy and Environment Engineering. Alternatively, a first-level university degree (bachelor’s degree) combined with two additional years of qualifying experience will be considered. Relevant experience at the national and/or international level in management advisory services, design, monitoring, and evaluation of development programs in climate change, energy, and environmental management is essential. Proficiency in using office software packages and web-based management systems is required, along with proven program and project management experience.

Educational Background:
The educational background required for this position includes an advanced university degree (master's degree or equivalent) in relevant fields such as Business Administration, Public Administration, Economics, Political Sciences, or Social Sciences. A degree in Environmental Science or related disciplines is preferred. Candidates with a first-level university degree (bachelor’s degree) and additional qualifying experience will also be considered.

Experience:
The position requires a minimum of 2 years of relevant experience for candidates with a master's degree or 4 years for those with a bachelor's degree. Experience should include providing management advisory services, hands-on experience in the design, monitoring, and evaluation of development programs, portfolios, and projects in climate change, energy, and environmental management. Familiarity with UNDP or other UN agencies is advantageous, as is experience in results-based management and resource mobilization.

Languages:
Fluency in English is mandatory, along with fluency in Pashto and/or Dari. Proficiency in these languages is essential for effective communication and collaboration within the context of the role.

Additional Notes:
The position is contingent upon the successful completion of a probationary period, with an initial appointment duration of 12 months.
