The United Nations Development System was reformed on January 1, 2019, to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (UN RCO) play a crucial role in this reform, supporting countries in their development priorities and the attainment of the SDGs. The UN RCO in Guatemala operates under the leadership of the UN Resident Coordinator, who is the highest-ranking official of the UN Development System at the country level.

Job Overview:
The Development Coordination Officer / Economist will be responsible for providing evidence-based analysis and substantive advice on the status of the Sustainable Development Goals (SDGs) in Guatemala. This role involves advocating for strong partnerships within the UN System and with national counterparts, coordinating the development of integrated SDG programming cycles, and managing knowledge generation around SDG acceleration, economic transformation, and SDG financing. The officer will work closely with the UN Country Team (UNCT) to promote SDG acceleration and economic transformation agendas, ensuring that policies and practices are reframed to support these goals. The position requires a deep understanding of sustainable development trends, challenges, and opportunities in Guatemala, as well as the ability to analyze data and provide actionable recommendations.

Duties and Responsibilities:
  • Conduct evidence-based analysis of the SDGs, providing advice to the Resident Coordinator and UNCT on SDG acceleration and economic transformation.
  • Advocate for partnerships within the UN System and with national counterparts to support economic policy reframing for SDG acceleration.
  • Coordinate the development of integrated SDG programming cycles, including roadmaps and reports that promote SDG acceleration and financing.
  • Manage knowledge generation around SDG acceleration and economic transformation, facilitating collaboration and sharing best practices.
  • Research and analyze data on sustainable development trends and challenges, providing insights to inform policy dialogue.
  • Monitor regional and global economic trends, analyzing their implications for SDG acceleration in Guatemala.
  • Support UNCT initiatives to advance SDG financing and provide economic analysis for cross-pillar approaches.

Required Qualifications:
Candidates must possess a minimum of seven years of progressively responsible experience in sustainable development policy, economic research, and analysis. Knowledge of economics is essential, along with familiarity with development economics and relevant experience at the national or international level. A demonstrated understanding of SDG financing issues is required, as well as the ability to apply development economics theory to specific country contexts. Experience in developing programs to achieve SDGs and inter-agency collaboration in the development sector is desirable. Strong analytical and writing skills are essential, along with proficiency in statistical and econometric analysis software.

Educational Background:
An advanced university degree (Master's degree or equivalent) in economics, development studies, public policy, or public finance is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
The position requires a minimum of seven years of progressively responsible experience in sustainable development policy, economic research, and analysis. Candidates should have a strong background in development economics and relevant experience in national or international contexts. Experience in developing programs aimed at achieving Sustainable Development Goals or similar strategic objectives is highly desirable, as is experience with inter-agency collaboration in the development sector.

Languages:
Fluency in English is required for this position. Knowledge of another UN official language is considered an advantage. Fluency is defined as a rating of 'Fluent' in all four areas (reading, speaking, writing, and understanding). Knowledge of another language is defined as a rating of 'Confident' in two of the four areas.

The appointment against this post is open for an initial period of one year and may be subject to extension based on funding availability.
