Job Overview:
The consultant will be engaged in a project aimed at developing a new migration model to facilitate cross-border mobility between the Kingdom of Lesotho and the Republic of South Africa. This role involves conducting comprehensive research to analyze current migration patterns and cooperation between the two countries, identifying best practices from other regions, and providing actionable recommendations tailored to the unique contexts of Lesotho and South Africa. The consultant will work closely with the Joint Task Team (JTT) established by both countries to ensure that the proposed model is evidence-based and informed by regional and international practices. The ultimate goal is to enhance migration cooperation and facilitate the movement of people, goods, and services across the border, addressing the challenges posed by the geographic and socio-economic interdependence of the two nations.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including but not limited to: conducting primary and secondary research to inform the proposed migration model; reviewing existing literature, policies, and agreements related to migration cooperation; interviewing key stakeholders such as government officials and migration experts; undertaking benchmarking studies in selected African and European countries; performing legal analyses of relevant migration policies; analyzing qualitative and quantitative data on migration flows; organizing a research validation workshop with stakeholders; preparing a comprehensive research report detailing findings and recommendations; and developing a policy brief summarizing key insights for enhancing migration cooperation between Lesotho and South Africa. The consultant will also be expected to present the final report and policy brief to senior officials from both countries.

Required Qualifications:
The consultant must possess an advanced university degree in social sciences, international relations, economics, political science, sociology, or development studies. A strong background in migration research-oriented project management, monitoring, and reporting is essential, with at least 8-10 years of relevant experience. The consultant should demonstrate the ability to synthesize qualitative and quantitative data effectively and have knowledge of migration governance frameworks, particularly those relevant to the African Union and SADC. Previous experience working in Southern Africa and familiarity with the legal frameworks for migration in South Africa and Lesotho are highly desirable. The consultant should also have a proven track record of engaging with senior officials in government and international organizations.

Educational Background:
Candidates must hold an advanced university degree from an accredited institution, preferably in fields related to social sciences, international relations, economics, political science, sociology, or development studies. The educational background should be complemented by relevant professional experience in migration research and policy analysis. A team composition that includes legal experts will be considered an advantage, enhancing the consultancy's capacity to deliver on the project's scope.

Experience:
The consultant is expected to have a minimum of 8-10 years of experience in migration research, project management, and policy analysis. This experience should include substantial involvement in assessments, research, and policy reviews related to migration and cross-border cooperation. The consultant should also demonstrate a capacity for working in multicultural environments and establishing effective relationships with diverse stakeholders, including government officials and civil society organizations.

Languages:
Fluency in English is mandatory, both oral and written. Proficiency in additional languages, particularly French or Spanish, is considered an asset, as IOM operates in multiple languages. Language skills will be evaluated during the selection process, which may include written and oral assessments to ensure effective communication in a multicultural context.

Additional Notes:
The consultancy is subject to funding confirmation and will require the consultant to be medically fit for appointment. The consultant will be covered against occupational accidents and illnesses under IOM's Compensation Plan for the duration of the consultancy. However, IOM does not provide evacuation or medical insurance for non-occupational accidents or illnesses, and consultants are responsible for their own medical insurance. The consultancy may involve travel for field visits, and the consultant must adhere to IOM's ethical standards and values, including a zero-tolerance policy on misconduct. The appointment will also require verification of residency, visa, and other authorizations as applicable.
