Job Overview: The Budget Officer P2 position is crucial for UNICEF's Haiti team, focusing on tracking, analyzing, and reporting income and expenditures, including donor contributions. The role involves preparing, managing, and monitoring contributions from various sources across programs and operations, contributing to the overall governance of the office. The officer will collaborate with headquarters, regional offices, and country offices to enhance strategies related to contribution and budget management, while also building capacity within the UNICEF Haiti Country Office. This position requires a proactive approach to align contribution management with program strategies and develop long-term plans for effective budget management.
Duties and Responsibilities:
Support the formulation of strategies and concepts by aligning contribution management with program strategies and developing medium to long-term plans for effective budget management.
Conduct budget analysis focusing on achieving results by integrating and analyzing data from various sources, identifying key trends, and making well-reasoned judgments.
Manage contribution management processes, including budget planning, allocation, and monitoring, ensuring compliance with donor conditions and timely allocation of grants.
Oversee financial dashboard reports, monitoring allocation and expenditure trends, and preparing financial progress reports for management.
Manage financial reports related to resource mobilization and donor reporting, ensuring alignment with UNICEF financial rules.
Provide VISION support for fund management, assisting with routine operations and resolving user queries.
Support payroll processes by advising budget owners on grant utilization conditions and maintaining payroll analysis.
Required Qualifications: Candidates must possess a Bachelor’s degree in business administration, finance and accounting, general administration, development studies, statistics, social sciences, or a relevant field. A minimum of two years of relevant professional work experience in program management and budgeting is required. Experience in international organizations and EU financial reporting is considered an asset. Proficiency in office software, particularly advanced knowledge of spreadsheet and database packages, is essential.
Educational Background: A Bachelor’s degree in a relevant field such as business administration, finance, accounting, or social sciences is mandatory for this position. This educational background provides the necessary foundation for understanding complex financial systems and budget management processes.
Experience: The position requires a minimum of two years of relevant professional work experience in program management and budgeting. Experience in international organizations, particularly in financial reporting for EU projects, is highly desirable. Familiarity with the operational aspects of budget management in a non-profit or governmental context will be beneficial.
Languages: Fluency in French and a good working knowledge of English are required. Knowledge of another official UN language, such as Arabic, Chinese, Russian, or Spanish, is considered an asset, enhancing communication capabilities within the diverse UNICEF environment.
