Job Overview:
The Project Coordination Analyst position is integral to the UNDP Pacific Office's efforts in Vanuatu, focusing on enhancing governance and electoral processes. The role is divided between two key projects: the Vanuatu Electoral Environment Project (VEEP) and parliamentary development initiatives. The analyst will support the Vanuatu Parliament in improving legislative capacity and public engagement while also collaborating with the Vanuatu Electoral Office to ensure fair and transparent electoral processes. This dual role requires strong project coordination skills, stakeholder engagement, and a commitment to promoting inclusive governance. The analyst will be responsible for facilitating training, organizing voter education campaigns, and ensuring that both projects align with UNDP's broader objectives.
Duties and Responsibilities:
The Project Coordination Analyst will work under the supervision of the Project Manager for Parliamentary Development and the Chief Technical Advisor for the Vanuatu Electoral Environment Project. Key responsibilities include: coordinating project planning and implementation, providing administrative and logistical support, developing project work plans and budgets, managing day-to-day activities, delivering subject matter technical advice, establishing inclusive platforms for project implementation, ensuring alignment with UNDP policies, managing procurement processes, developing partnerships with stakeholders, monitoring project progress, preparing reports, facilitating knowledge sharing and capacity building, and promoting advocacy on development trends. The analyst will also conduct field visits, liaise with finance teams, and ensure proper operational and financial closure of projects.
Required Qualifications:
Candidates must possess an advanced university degree (master's degree or equivalent) in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, or a related field. Alternatively, a first-level university degree (bachelor’s degree) combined with two additional years of qualifying experience will be considered. Relevant experience at the national or international level in management advisory services, project design, monitoring, and evaluation is essential. Proficiency in office software and web-based management systems is required, along with knowledge in governance, electoral systems, civic education, and stakeholder engagement. Strong networking abilities and experience in parliamentary development are also necessary.
Educational Background:
An advanced university degree (master's degree or equivalent) in relevant fields such as Business Administration, Public Administration, Economics, Political Sciences, or Social Sciences is required. A first-level university degree (bachelor’s degree) in these areas, combined with two years of relevant experience, will also be considered. This educational background ensures that candidates have the necessary theoretical knowledge and practical skills to effectively manage and coordinate projects within the UNDP framework.
Experience:
Candidates should have a minimum of 2 years of relevant experience with a master's degree or 4 years with a bachelor's degree. This experience should include providing management advisory services, hands-on project design, monitoring, and evaluation at the national or international level. Familiarity with governance and parliamentary procedures, electoral systems, and civic education is highly desirable. Additionally, candidates should demonstrate strong skills in stakeholder engagement and advocacy, particularly in the context of Vanuatu's political and institutional landscape.
Languages:
Fluency in English is mandatory, along with proficiency in Bislama and/or French. This language requirement ensures effective communication with diverse stakeholders and enhances the ability to engage with local communities and government officials.

The position is full-time and involves a dual focus on parliamentary development and electoral processes. The role may require travel within Vanuatu to project sites.
