UNEP's Climate Change Division works with international and national partners to provide technical assistance and capacity development for the implementation of environmental policy, strengthening the environmental management capacity of developing countries and countries with economies in transition. UNEP has been instrumental in addressing climate change issues and enhancing resilience in vulnerable communities, particularly in regions like Burundi, which face significant climate challenges.
Job Overview: The consultant will lead the development of a fully developed and approved funding proposal for the Adaptation Fund, focusing on enhancing the resilience of communities in Burundi to climate change-induced flood and drought events. This role involves refining the project design based on stakeholder consultations, developing technical specifications for interventions, and ensuring alignment with the Adaptation Fund's strategic priorities and UNEP’s programmatic objectives. The consultant will facilitate stakeholder engagement, including field-level consultations with vulnerable communities, and prepare all required annexes, including environmental, social, and gender safeguards, to meet the Adaptation Fund’s quality standards. The position requires a comprehensive understanding of climate change adaptation strategies and the ability to translate complex technical information into actionable proposals that address the needs of vulnerable populations.
Duties and Responsibilities: The consultant will be responsible for the following duties:
Refinement of project design: Engage with communities and national stakeholders to refine the climate change adaptation problem statement, develop the solution tree, and clearly define the proposal’s focus.
Technical details of interventions: Provide technical specifications for key activities, quantify benefits, and identify direct and indirect beneficiaries, including gender-disaggregated data.
Environmental, social, and gender safeguards: Collaborate with contractors to develop the Gender Assessment and the Environmental and Social Management Plan (ESMP), ensuring compliance with UNEP and Adaptation Fund requirements.
Stakeholder engagement and knowledge sharing: Develop a Stakeholder Engagement Plan that includes mechanisms for feedback and conflict management, ensuring meaningful consultation with vulnerable groups.
Budget and cost-effectiveness: Develop detailed budget tables and conduct a cost-effectiveness analysis of proposed measures.
Implementation and management: Complete programme management arrangements, including governance and organization, and provide an indicative timeline for capacity-building sessions.
Monitoring, evaluation, and reporting: Develop a log frame with defined outcome indicators and draft a monitoring and evaluation plan.
Alignment: Ensure all sections of the Adaptation Fund proposal template are completed and aligned with UNEP and Adaptation Fund guidance.
Timeline: Provide a GANTT chart mapping activities against the project implementation timeline and address feedback from UNEP and the Adaptation Fund.
Required Qualifications: A master's degree in environmental studies, climate finance, climate science, agriculture and water resources management, international development, or a related field is required. The candidate must have a minimum of 7 years of experience in climate change adaptation, proposal development, and stakeholder engagement. A proven track record of successful Adaptation Fund proposals or similar funding mechanisms is essential. The consultant should possess strong analytical skills, excellent communication abilities, and a deep understanding of climate change issues and adaptation strategies.
Educational Background: The position requires a master's degree in a relevant field such as environmental studies, climate finance, climate science, agriculture and water resources management, or international development. This educational background is crucial for understanding the complexities of climate change adaptation and the development of effective funding proposals.
Experience: The consultant must have a minimum of 7 years of relevant experience in climate change adaptation, proposal development, and stakeholder engagement. This experience should include a proven track record of successful proposals submitted to the Adaptation Fund or similar funding mechanisms, demonstrating the ability to navigate complex funding processes and engage effectively with diverse stakeholders.
Languages: Fluency in English and French is required for this consultancy, as these are the working languages of the United Nations Secretariat. Proficiency in both languages is essential for effective communication with stakeholders and for the preparation of high-quality proposals that meet the Adaptation Fund’s standards.
Additional Notes: The position is home-based and expected to last for 12 months. There is no fee associated with the recruitment process, and the United Nations does not charge applicants at any stage of the recruitment process. The consultant will work closely with UNEP and national stakeholders, including the Office Burundais pour la Protection de l’Environnement (OBPE) and the Ministry of Environment, Agriculture, and Livestock in Burundi.
