Job Overview:
The Area Programme Manager (APM) plays a crucial role in implementing integrated programs and representing the NRC at various coordination forums, as delegated by the Area Manager. The APM is a member of the Area Management Group and is responsible for ensuring that programs are conflict-sensitive and effectively address the needs of beneficiaries. This position requires a strong focus on collaboration with various stakeholders, including UN agencies, NGOs, local authorities, and donors, to secure funding and ensure the successful implementation of projects. The APM will also oversee the development of monitoring and evaluation systems to assess project activities and outcomes, ensuring that beneficiary feedback mechanisms are in place and functioning effectively. The role demands a proactive approach to capacity building for staff and implementing partners, ensuring compliance with NRC guidelines and optimal resource utilization within project budgets.

Duties and Responsibilities:
The duties and responsibilities of the Area Programme Manager include:
  • Deputizing for the Area Manager when necessary.
  • Overseeing conflict-sensitive, emergency, development, and integrated programming.
  • Ensuring that project design and implementation are led by beneficiaries, including strengthening beneficiary complaints mechanisms.
  • Collaborating with the Programme Development Unit to develop and implement monitoring and evaluation systems for project activities.
  • Building relationships with donor teams and agencies to secure adequate funding for programs.
  • Coordinating with UN agencies, other NGOs, local and state authorities, targeted beneficiaries, and donors to maximize collaboration and cooperation.
  • Providing capacity building and close monitoring of implementing partners to ensure compliance with NRC guidelines.
  • Ensuring optimal use of resources within allocated project budgets.
  • Leading capacity-building initiatives for all staff in the area. 1
  • Contributing to the programmatic input for the Area Strategy. 1
  • Representing NRC in sectoral coordination, clusters, and working groups. 1
  • Leading the proposal development process for new funding opportunities in collaboration with CC Specialists and the Grant Unit. 1
  • Undertaking any other relevant duties assigned by the Area Manager.

Required Qualifications:
The required qualifications for the Area Programme Manager position include:
  • A minimum of 4 years of experience in a management position within a humanitarian or recovery context.
  • A university degree in a relevant field such as Project Development and Management.
  • Expertise in multiple NRC Core Competencies (CC) and experience in sectors relevant to NRC's work.
  • Proven experience in managing multiple projects and accountability positions in recovery contexts.
  • Previous experience in budget management and working in complex and volatile environments.
  • Documented results related to the responsibilities of the position.
  • Experience in external engagement with donors, government, and local authorities.
  • Familiarity with managing projects funded by Norway, SSHF, WFP, SIDA, NMFA, SDC, EU, and other funding sources.
  • Experience in facilitating capacity-building efforts for diverse colleagues. 1
  • Strong analytical and computer skills, including proficiency in MS Office (Word, Excel, Outlook, PowerPoint).

Educational Background:
Candidates must possess a university degree in a relevant field, such as Project Development and Management, which provides the foundational knowledge necessary for effective program management and implementation in humanitarian contexts.

Experience:
The position requires a minimum of 4 years of relevant experience in a management role within humanitarian or recovery settings. This experience should include managing multiple projects, budget oversight, and engagement with various stakeholders, including donors and local authorities, in complex and volatile contexts.

Languages:
Fluency in English, both written and verbal, is mandatory for this position. Additionally, fluency in Arabic is considered a plus, enhancing communication with local stakeholders and beneficiaries.

Additional Notes:
The duty station for this position is Aweil, with travel required to Wau and Alek. The contract duration is for 12 months, and the salary will be based on grade 9 of NRC's national salary scale for Sudan, along with accompanying terms and conditions.
