UNEP's Ecosystem Division works with international and national partners to provide technical assistance and capacity development for the implementation of environmental policy, particularly in developing countries and those with economies in transition. The Caribbean Regional Coordinating Unit (UNEPCAR/RCU) serves as the Secretariat for the Caribbean Environment Programme (CEP), established in 1981, and manages the Cartagena Convention for the Protection and Development of the Marine Environment in the Wider Caribbean Region (WCR) and its associated Protocols. UNEPCAR/RCU executes regional programmes, projects, and activities to support the implementation of these frameworks.

Job Overview:
The Programme Management Officer will be responsible for managing the development, implementation, and evaluation of assigned programs/projects and partner agreements relevant to capacity development on water quality and other environmental issues. The incumbent will monitor and analyze program/project development and implementation, review relevant documents and reports, identify problems and propose corrective actions, and liaise with relevant parties. The role includes providing substantive support for policy coordination and implementation of global and regional environmental frameworks, assisting in policy development, conducting surveys, designing data collection tools, and analyzing data to identify trends. The officer will also prepare various written outputs, conduct outreach activities, and support consultative meetings, while directly supervising administrative staff and consultants. The position requires participation in field missions and coordination of budget and funding activities.

Duties and Responsibilities:
The duties and responsibilities of the Programme Management Officer include: managing the development, implementation, and evaluation of assigned programs/projects; monitoring and analyzing program/project development; providing substantive support for policy coordination; assisting in policy development; conducting surveys and designing data collection tools; analyzing data to identify trends; preparing and reviewing various written outputs; conducting outreach activities and training workshops; providing support to consultative meetings; supervising administrative staff and consultants; participating in field missions; coordinating budget and funding activities; and performing other duties as required.

Required Qualifications:
The position requires a good knowledge of coastal and marine issues in the Wider Caribbean, understanding of internal policies and procedures related to program/project administration, and the ability to identify and resolve issues. The candidate should demonstrate good judgment, analytical skills, and the ability to convey information effectively. Professionalism, leadership, teamwork, and planning and organizing skills are essential competencies for this role.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in environmental sciences, marine sciences, natural resources management, environmental management, engineering, or a related field is required. A first-level university degree combined with an additional two years of relevant work experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.

Experience:
A minimum of five years of progressively responsible experience in project or programme management and coordination relevant to water quality monitoring and pollution prevention is required. Additionally, a minimum of three years of work experience in capacity development with diverse stakeholders in the Wider Caribbean Region is necessary. Experience in a UN system or similar international organization is desirable, as is two years or more of experience in data analytics or related areas.

Languages:
Fluency in English is required for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of Spanish is desirable, and working knowledge of another UN official language is also considered beneficial. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while knowledge is rated as 'confident' in two of the four areas.

The appointment against this position is for an initial period of one year and may be subject to extension. Candidates recruited through the young professionals programme who have not served for a minimum of two years in their initial assignment are not eligible to apply.
