Job Overview:
The Communication and Information Management Specialist will play a crucial role in supporting the ILO's communication strategies at national, regional, and global levels. This position is based in the Country Office for China and Mongolia, specifically in Ulaanbaatar, Mongolia. The incumbent will provide senior-level communication and information management support, ensuring the effective delivery of specialized support services. The role involves working on two key ILO technical cooperation projects in Mongolia: the EU-funded Trade for Decent Work project and the Youth Employment Promotion project funded by the Republic of Korea. The incumbent will allocate their time equally between these two projects, working under the supervision of the National Project Coordinator. The position requires a high degree of independence in operational delivery matters, with work assignments generally carried out under minimal supervision. The specialist will be responsible for evaluating and improving communication and information management services, ensuring compliance with ILO policies and guidelines, and supporting various communication activities such as media relations, events management, and documentation.

Duties and Responsibilities:
  • Undertake and complete specialized support services in communication and knowledge management, including promotion, advocacy, media relations, events management, research, publication, documentation, and information management activities.
  • Assist senior management with internal communications within the office.
  • Stay updated on ILO's world of work themes and key priority areas at national and regional levels.
  • Identify communication needs and discuss specific assignment requirements with staff and managers.
  • Support the design and development of communication products that effectively convey key messages to target audiences.
  • Compile information from various sources, verify accuracy, and ensure compliance with applicable standards in communication products.
  • Conduct media reviews and disseminate relevant news within the office and to other concerned parties.
  • Provide documentation services and maintain webpages, social media pages, and databases, ensuring consistency and compliance with standards.
  • Compile statistics and analyze data related to communication and information management activities. 1
  • Identify opportunities to promote key messages and assist in planning and organizing meetings, campaigns, and events. 1
  • Keep abreast of changes in communication techniques and provide guidance and training to staff. 1
  • Evaluate and propose improvements to work methods and processes, assessing the impact of changes. 1
  • Respond to requests for information and maintain the office documentation center. 1
  • Attend and participate in internal and UN committees and working groups. 1
  • Perform other relevant duties as assigned.

Required Qualifications:
The position requires a minimum of six years of progressive experience in Communication Management, Public Relations, Information Management, or related areas. Candidates should possess a good knowledge of communication and information management techniques, multimedia platforms, and the ability to produce and utilize multimedia products. Proficiency in PC software, including Microsoft Office, is essential. Additionally, candidates should have a strong understanding of ILO programs and activities, as well as methods for assessing quality and efficiency in process execution. The role demands excellent communication skills, the ability to adapt quickly to new software, and the capacity to tailor communications for specific audiences.

Educational Background:
Candidates must have completed secondary school education, with relevant training in communication or public relations being desirable. A Bachelor's degree in communications, journalism, public relations, or a related field is considered an advantage.

Experience:
A minimum of six years of progressive experience in Communication Management, Public Relations, Information Management, or related areas is required for this position. This experience should demonstrate a strong background in communication strategies and information management practices.

Languages:
The position requires an excellent command of English and a strong knowledge of the Mongolian language. Proficiency in both languages is essential for effective communication and information management.

Additional Notes:
The position is a fixed-term contract for 12 months, with the possibility of extension based on various factors such as availability of funds and satisfactory performance. The entry-level salary for this position is US$ 19,922 per year, with payment made in local currency.
