Since its inception, DRC has been dedicated to providing assistance and support to those in need, focusing on protection, livelihoods, shelter, and humanitarian disarmament. DRC has been operational in Ukraine since 2014 and currently employs over 800 staff members across the country. The organization is planning a significant scale-up in 2024 to enhance its emergency response capabilities in various sectors, including Protection, Livelihoods, Shelter/NFIs, and Humanitarian Disarmament and Peacebuilding. DRC aims to adapt its durable solutions portfolio to meet the evolving needs of the communities it serves, working closely with civil society organizations and local authorities to ensure effective and sustainable interventions.

Job Overview:
The Economic Recovery Officer (Urban Livelihoods) plays a crucial role in the implementation of economic recovery activities under the guidance of the Economic Recovery Team Leader. This position is based in Sumy and involves coordinating various initiatives aimed at supporting local farmers and businesses through cash provision, grants, vocational training, and business coaching. The officer will engage with communities, civil society organizations, and government services to identify economic recovery needs and ensure that the activities align with DRC's procedures and guidelines. The officer will also contribute to the development of strategies and action plans that address the specific economic challenges faced by the communities in Sumy Oblast, ensuring that the interventions are both effective and culturally sensitive.

Duties and Responsibilities:
The Economic Recovery Officer will be responsible for leading the planning and implementation of economic recovery activities. Key responsibilities include: 1. Supporting the Economic Recovery Team Leader in creating and updating monthly work plans. 2. Identifying economic recovery needs in designated areas and communicating these to the Team Leader and Manager. 3. Collecting and analyzing both quantitative and qualitative data related to economic recovery. 4. Organizing outreach activities, including the dissemination of key messages and conducting information sessions tailored to community needs. 5. Building strong relationships with community stakeholders and ensuring effective engagement with community members. 6. Supervising the Economic Recovery Assistant(s) and ensuring the quality of their work. 7. Coordinating with other DRC departments to facilitate referrals and information sharing. 8. Contributing to funding proposals for new projects based on field-related insights. 9. Providing regular reports to the Economic Recovery Team Leader and/or Programme Manager. 10. Performing any other duties assigned by the Economic Recovery Team Leader or Manager that contribute to achieving economic recovery objectives.

Required Qualifications:
Candidates must possess a solid understanding of business development, employment, finance, and agriculture. Familiarity with business grants and experience in the humanitarian sector will be advantageous. The ideal candidate should be comfortable discussing sensitive topics and working with individuals in distress. Excellent interpersonal and communication skills are essential, along with the ability to work effectively with diverse stakeholders. Strong organizational and time management skills are required to prioritize tasks and manage multiple responsibilities. A high level of personal integrity and an understanding of confidentiality and ethics are crucial. Proficiency in Microsoft Office and other relevant software is necessary, and good English language skills are preferred, while Ukrainian language skills are mandatory.

Educational Background:
A degree in Business, Economics, Agriculture, Social Science, Humanities, or a related field is required for this position. This educational background will provide the necessary knowledge and skills to effectively engage in economic recovery activities and support the communities served by DRC.

Experience:
Candidates should have relevant experience in areas related to business development, employment, finance, or agriculture. Experience in the humanitarian sector, particularly in economic recovery or livelihoods programming, will be considered an asset. The role requires a demonstrated ability to work with vulnerable populations and to manage projects effectively in challenging environments.

Languages:
Ukrainian language skills are required for this position, as effective communication with local communities is essential. Good English language skills are preferred, as they will facilitate communication with international staff and stakeholders.

Additional Notes:
The position offers an open-ended contract following an initial 3-month probation period. The designated duty station is Sumy, and the expected start date is December 1st. Salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for national staff.
