Job Overview: The Evaluation Expert will play a crucial role in conducting a final evaluation of the 'Strengthening Anti-Corruption in the LAC Region (SAC-LAC)' project. This project aims to assess the progress and outcomes achieved during its implementation, particularly in Guatemala, Honduras, Ecuador, and Peru. The expert will provide an independent assessment of the project's effectiveness, identify lessons learned, and offer recommendations for future projects. The role requires a comprehensive understanding of evaluation methodologies, project management, and the specific context of anti-corruption efforts in the LAC region. The expert will be responsible for producing key deliverables, including an inception note and evaluation reports, while collaborating closely with IDLO's Evaluation Unit and other stakeholders.
Duties and Responsibilities: The Evaluation Expert will undertake several key duties, including: conducting an in-depth desk review of project documents and reports; reconstructing the project's Theory of Change (ToC) and developing evaluation questions (EQs) and indicators; identifying methodological approaches and tools for data collection; organizing and managing data; setting up and conducting remote key informant interviews and focus group discussions; and producing deliverables such as an inception note, draft evaluation report, and finalized evaluation report. The expert will ensure that all evaluation activities align with the Terms of Reference and meet the expected quality standards.
Required Qualifications: Candidates must possess a Master's degree in international development, law, public policy, or other relevant social sciences. They should have substantial experience in leading evaluations of capacity-building programs, particularly in the areas of good governance, access to justice, rule of law, gender, and human rights. A minimum of 10 years of professional experience in project cycle management, familiarity with the OECD DAC evaluation framework, and expertise in ToC/logical framework approaches are essential. Additionally, experience working in fragile or transition countries within the LAC region is required.
Educational Background: A Master's degree in a relevant field such as international development, law, public policy, or social sciences is mandatory for this position. This educational background provides the necessary theoretical foundation and analytical skills required for conducting evaluations in complex development contexts.
Experience: The position requires a minimum of 10 years of substantial professional experience in international development evaluations, particularly in leading evaluations of capacity-building programs. Candidates should have a strong background in project cycle management and be well-versed in evaluation frameworks and methodologies. Experience in fragile or transition countries, especially in the LAC region, is highly desirable, as it demonstrates the ability to navigate the unique challenges present in these contexts.
Languages: Outstanding written and verbal communication skills in both English and Spanish are required for this position. Proficiency in these languages is essential for conducting interviews, facilitating discussions, and producing evaluation reports that meet the expectations of diverse stakeholders. Additional language skills may be considered an asset but are not mandatory.
Additional Notes: The consultancy is expected to commence in November 2024, with the inception note due by mid-November 2024 and the final report tentatively scheduled for mid-February 202
This is a result-based assignment, meaning that payments will be made upon the satisfactory production of evaluation deliverables. The estimated number of workdays for the assignment is 30, which includes 5 working days allocated for the field phase. The total value of the consultancy contract is EUR 16,00
