Job Overview:
The Head of Program Development and Quality will play a pivotal role in the strategic management of the Syria Response, which encompasses operations in Türkiye, North West Syria, and Lebanon. This position is crucial for driving innovation in program development and ensuring the quality of programs through evidence-based practices and learning. The successful candidate will be responsible for extending the donor portfolio across the three country programs while leading a team of technical program coordinators and support staff. The role requires a strong focus on improving the resilience of vulnerable communities through sustainable approaches and a deep understanding of the conflict sensitivities in the region. The Head of Program Development and Quality will also be responsible for managing the Programme Quality and Development Unit, ensuring that technical support and quality assurance are integrated across all projects. This position demands a strategic mindset, excellent leadership skills, and a commitment to accountability to affected populations.

Duties and Responsibilities:
  • Lead the program and project development for Syria, Türkiye, and Lebanon, ensuring alignment with the strategic vision and sectoral expertise.
  • Oversee technical staff and provide support to enhance project quality during implementation.
  • Develop multi-annual country strategies and annual action plans, executing these plans in collaboration with the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and Area Managers.
  • Manage the Programme Quality and Development Unit to ensure technical support and quality assurance across projects, utilizing relevant tools and monitoring frameworks.
  • Collaborate with MEAL and HR departments to manage the learning component, focusing on evidence generation and its application.
  • Oversee the reporting process in conjunction with the grants function, ensuring timely submission of all reports, including thematic and progress reports.
  • Maintain WHH accounts on various donor platforms and stay updated on programmatic trends, ensuring coherence with national plans.
  • Develop programmatic and advocacy positions in response to major external trends and challenges.
  • Strengthen WHH's partnership approach to enhance the capacity of civil society and improve service delivery to affected populations. 1
  • Liaise with current and potential donors in Türkiye, Syria, and Lebanon, in consultation with the HQ Donor Unit and the Country Director.

Required Qualifications:
  • A university or college degree in Management, International Development, Rural Development, or a related field.
  • A minimum of 5 years of relevant working experience in program development and implementation, preferably in the MENA region.
  • Technical expertise in triple nexus programming, including livelihoods and sustainable agriculture, with a focus on integrated programming and stakeholder engagement.
  • Experience in large displacement contexts, particularly in the Syria response, with the ability to navigate programmatic and technical complexities.
  • Proven experience working with major donors such as the EU, ECHO, BMZ, and UN organizations.
  • Strong background in design" style="border-bottom: 1px dotted #007bff !important;">program design, proposal development, Theory of Change, donor reporting, and budget development.
  • Demonstrated success in grant acquisition and managing institutional donor relations.
  • Experience in leading country program strategy processes and coordinating multi-stakeholder initiatives.
  • Willingness to receive necessary vaccinations for working in WHH's program countries. 1
  • Excellent spoken and written English skills.

Educational Background:
Candidates must possess a university or college degree in Management, International Development, Rural Development, or a related field. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively lead program development and quality assurance initiatives.

Experience:
The position requires a minimum of 5 years of relevant working experience in program development and implementation, ideally within the MENA region. Candidates should have a strong technical background in triple nexus programming, particularly in contexts involving livelihoods and sustainable agriculture. Experience in managing programs in large displacement situations, particularly in the Syria response, is highly desirable. The candidate should also have a proven track record of working with major donors and successfully acquiring grants.

Languages:
Fluency in English, both spoken and written, is mandatory for this position. Proficiency in additional languages relevant to the region, such as Arabic or Turkish, would be considered an asset but is not mandatory.

The position is to be filled as soon as possible, with an initial contract duration of two years and good prospects for extension. The employment location will be Gaziantep, Türkiye.
