Job Overview:
The Education Programme Manager is responsible for overseeing the delivery of quality basic education services to refugee students enrolled in schools within the designated area. The incumbent will ensure that the academic potential of each child is realized and that the overall academic achievement level of the schools is improved. This role involves providing technical supervision and guidance to School Principals and Deputy School Principals, fostering a safe and stimulating learning environment, and managing the performance and behavior of educational staff. The Education Programme Manager will also develop positive relationships with community leaders, NGOs, and government institutions, coordinate support services for vulnerable students, and ensure effective administration of school resources in accordance with UNRWA guidelines. The position requires strong leadership and management skills, as well as the ability to address various educational challenges within the area.

Duties and Responsibilities:
  • Ensure the delivery of quality basic education services to refugee students, aiming to improve academic achievement levels.
  • Provide technical supervision and guidance to School Principals and Deputy School Principals.
  • Develop and maintain a safe and stimulating learning environment through respect, discipline, and morale among all stakeholders.
  • Manage the performance of educational staff, including setting individual and school goals, providing feedback, and identifying training needs.
  • Foster positive relationships with community leaders, NGOs, and government institutions.
  • Oversee the coordination of support services for vulnerable students, including catch-up learning and psycho-social counseling.
  • Ensure effective administration of staff, students, and school resources in line with UNRWA guidelines.
  • Conduct inspections of school premises and equipment to ensure compliance with Agency standards.
  • Perform other duties as assigned by the supervisor.

Required Qualifications:
  • An advanced university degree from an accredited institution in education or a subject taught in UNRWA schools.
  • At least seven years of progressive experience in teaching or instructing in relevant subjects, with a minimum of three years in a School Principal or similar administrative/supervisory role.
  • Proven leadership and management skills, with experience supervising a large team.
  • Excellent command of spoken and written English.
  • Current residency in the duty station is required, with specification of location in the application.

Educational Background:
Candidates must possess an advanced university degree from an accredited institution in education or in a subject taught in UNRWA schools. This educational background is essential for understanding the curriculum and educational standards required for the role.

Experience:
The position requires at least seven years of progressive experience in teaching or instructing in subjects relevant to those taught in UNRWA schools. This includes a minimum of three years of experience as a School Principal or in a similar administrative or supervisory capacity. Candidates should also provide details of the number of staff members supervised in previous roles, demonstrating their leadership capabilities.

Languages:
The mandatory languages for this position are excellent command of spoken and written Arabic and English. Candidates should indicate their proficiency levels in all languages known, including their mother tongue. A very good to excellent level of proficiency in English should be indicated as 'Fluent', while a good level should be marked as 'Confident', and a basic level as 'Basic'.

Additional Notes:
The contract type is a Fixed-Term Appointment for three years, including a one-year probation period, with the possibility of extension based on performance and funding availability. The position is classified at Grade 17, with a monthly basic salary of JD 1156.600 fils, plus a Special Occupational Allowance of 69.90% of the basic salary. Additional benefits include a monthly Provident Fund contribution, compulsory medical insurance, 30 days of annual leave, and dependency allowance if applicable. The incumbent may be required to work beyond regular hours, and the position is open only to internal candidates residing in Jordan. UNRWA does not cover relocation costs, and preference will be given to registered Palestine refugees and candidates from underrepresented genders to promote gender parity.
