Job Overview:
The Regional Safeguarding Advisor will play a crucial role in supporting a transition project in Cameroon and Madagascar, focusing on safeguarding against sexual harassment, exploitation, and abuse (SHEA) as well as child abuse (CA). The advisor will be responsible for raising awareness of CARE's safeguarding policies, ensuring that offices in the West Africa (WA) transition countries are prepared to respond to reports of SHEA and CA. This position requires the advisor to conduct training and coaching, implement community-based complaints mechanisms, and act as the lead investigator for SHEA and CA cases in the region. The role also involves collaboration with program colleagues to mainstream safeguarding into design" style="border-bottom: 1px dotted #007bff !important;">program design and ensuring that the global reporting mechanism is utilized effectively. The advisor will need to travel frequently to areas affected by humanitarian crises and conflicts, as this is a global role with significant travel requirements.

Duties and Responsibilities:
  • Provide PSHEA capacity building support and advice to WA transition countries and regional country offices.
  • Offer technical advice and support to Country Offices (COs) in coordination with Safeguarding team colleagues.
  • Assist in the rollout of awareness-raising and training initiatives designed by the Safeguarding and PSHEA teams.
  • Collaborate with CO PSHEA focal points and trained SHEA Investigators to enhance their skills and capabilities.
  • Act as a strategic adviser on PSHEA issues in alignment with regional strategies.
  • Ensure that PSHEA is integrated into project plans and program designs.
  • Lead data collection and auditing related to PSHEA and safeguarding.
  • Implement effective Community Complaints Mechanisms in collaboration with program teams.
  • Conduct investigations into allegations of SHEA and CA, ensuring adherence to confidentiality and fairness. 1
  • Provide PSHEA support during humanitarian emergencies, coordinating with other actors and ensuring onboarding for deployed staff. 1
  • Develop resources and materials as needed, and cover for colleagues as delegated by the Director of Safeguarding and PSHEA.

Required Qualifications:
  • Fluency in French and English, both spoken and written.
  • Degree level education or equivalent experience.
  • 3-5 years of safeguarding experience, particularly in humanitarian contexts.
  • Training in managing sensitive investigations and interview techniques.
  • Proven ability to manage serious investigations involving sexual exploitation and abuse.
  • High resilience and calmness under pressure.
  • Strong problem-solving and decision-making skills.
  • Excellent report writing and presentation skills in English.
  • High level of confidentiality and discretion. 1

Educational Background:
A degree level education or equivalent experience is required for this position. The candidate should have a strong academic background that supports their understanding of safeguarding principles and practices, particularly in humanitarian settings.

Experience:
Candidates should have 3-5 years of relevant experience in safeguarding, particularly within humanitarian work. This includes experience in managing sensitive investigations and a proven track record of working in challenging environments. Familiarity with organizational change and the ability to remain impartial in difficult situations are essential.

Languages:
Fluency in both French and English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.
