Job Overview:
The consultant will lead the implementation of the 'Framework for Accelerating Action to Fight Antimicrobial Resistance (AMR) in the Western Pacific Region.' This role involves strengthening national AMR surveillance systems and laboratory capacities at the country level, generating robust evidence to stimulate political agility for policymakers to take swift actions against AMR. The consultant will work closely with WHO's Regional Office for the Western Pacific (WPRO) to support Member States in combating AMR and mitigating its long-term impacts. The position requires a comprehensive understanding of AMR, surveillance methodologies, and the ability to engage with various stakeholders to promote effective health policies.

Duties and Responsibilities:

• Organize and facilitate the rollout of the published 'Guidance on setting up local and national AMR surveillance systems in the Western Pacific Region.'
• Develop tools for the implementation of AMR surveillance systems tailored to each country's needs.
• Conduct on-site AMR surveillance visits to assess and strategize AMR outbreak responses in selected countries.
• Provide consultative guidance for the development or review of AMR surveillance and laboratory policies in various countries.
• Facilitate the preparations for the Tokyo AMR One Health Conference, including stakeholder discussions and evidence generation.
• Develop executive action documents and provide technical insights for presentations and posters.
• Support the convening of a regional AMR surveillance meeting, including planning and documentation.
• Submit monthly progress reports and a final technical report detailing all deliverables and outcomes achieved during the consultancy.

Required Qualifications:

• Essential: A Bachelor's degree in medicine and a Master's degree in public health, infectious diseases, epidemiology, microbiology, or a relevant field from a recognized institution.
• Essential: At least 10 years of work experience in managing or advising on AMR or drug-resistant infectious diseases programs, including clinical management, surveillance, and laboratory coordination.
• International experience is mandatory for international consultants.
• Desirable: Experience working within the UN system and generating evidence in the area of AMR.

Educational Background:
The position requires a Bachelor's degree in medicine, complemented by a Master's degree in public health, infectious diseases, epidemiology, microbiology, or a related field from an accredited institution. Candidates must provide proof of their educational qualifications as part of the application process, ensuring that their degrees are recognized by the World Higher Education Database (WHED).

Experience:
Candidates must possess a minimum of 10 years of relevant work experience, particularly in managing or advising on AMR or drug-resistant infectious diseases programs. This experience should encompass clinical management, surveillance, laboratory work, and coordination. International experience is essential, and candidates with a background in resource-limited settings, particularly in the Asia-Pacific region, will be preferred. Experience in generating evidence related to AMR and supporting program implementation for infectious diseases with potential AMR, such as HIV, TB, and STIs, is also desirable.

Languages:
Expert knowledge of English is mandatory for this position. Proficiency in additional languages relevant to the Western Pacific Region may be considered an asset, enhancing communication with diverse stakeholders and facilitating effective collaboration.

• The expected duration of the contract is 11 months, from February to December 2025, with a remuneration rate of USD 540.00 per day.
