Job Overview:
The Economic Affairs Officer position is situated within the Emerging and Frontier Technologies, Innovation, and Digital Transformation Section of the Technology, Innovation, Connectivity and Infrastructure Development Division (TICID). The incumbent will be responsible for monitoring economic developments, conducting research on science, technology, and innovation topics, and providing policy recommendations. The role requires a strong understanding of digital transformation policies and the ability to analyze data to support decision-making. The officer will also engage in intergovernmental support, technical cooperation, and represent the organization at various meetings, contributing to the development of strategies and policies that align with the UN's goals for sustainable development.

Duties and Responsibilities:
The Economic Affairs Officer will undertake a variety of responsibilities, including: monitoring economic developments in a specific area, identifying issues of concern to the UN, conducting research studies on digital technology and innovation policy, performing regional analysis in emerging technologies, designing and conducting studies, drafting reports, and formulating policy recommendations. The officer will also attend international and regional meetings, organize expert group meetings, prepare speeches for senior staff, and support junior staff by reviewing their work. Additionally, the officer will design and monitor technical cooperation projects, conduct training seminars, and analyze data to identify trends that inform decision-making.

Required Qualifications:
Candidates must possess a strong background in economics, information and communications technology (ICT), or related fields. They should demonstrate knowledge of ICT, science, technology, and innovation, particularly in emerging technologies such as AI, IoT, and blockchain. The ability to conduct independent research, analyze data, and develop sources for data collection is essential. Candidates should also exhibit strong analytical and problem-solving skills, as well as the ability to work under pressure and meet deadlines. A commitment to gender perspectives and inclusivity in the workplace is also required.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in economics, ICT, science, technology, and innovation, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Successful completion of programs in data analytics, business analytics, or data science is considered an advantage, highlighting the importance of data-driven decision-making in this role.

Experience:
A minimum of seven years of progressively responsible experience in areas such as science, technology and innovation, ICT, emerging technologies, and economic research is required. Candidates should have experience in implementing result-oriented work programs in the ICT sector and applying emerging technologies in practical settings. Hands-on experience in developing and implementing digital transformation strategies is essential, along with at least five years of experience in policy formulation related to emerging technologies and socio-economic development. Experience in data analytics or related fields is also desirable.

Languages:
Fluency in one of the working languages of the UN Secretariat, either English or French, is required, with knowledge of the other language being desirable. Proficiency in another UN official language is considered an advantage, reflecting the UN's commitment to multilingualism and effective communication across diverse contexts.
