Job Overview:
The OECD's Science, Technology and Innovation (STI) Directorate is seeking a dynamic and experienced manager to lead the Artificial Intelligence and Emerging Digital Technologies (AIEDT) Division. This role involves overseeing a team of approximately 20 professionals in a multicultural environment, managing the division's budget, and representing the OECD in international forums. The successful candidate will be responsible for synthesizing and communicating key policy messages, advancing the Secretary-General's strategic objectives, and enhancing the OECD's work on AI and emerging technologies. The position requires a skilled negotiator capable of managing multiple inter-institutional relationships and providing intellectual guidance to a highly qualified international team. The selected individual will also be expected to exhibit innovative strategic thinking and manage a complex program of work with tight deadlines.

Duties and Responsibilities:
The main responsibilities of the Head of Division include managing the Working Party on AI Governance (AIGO), the Global Forum on Technology (GFTech), and the OECD Network of Experts on AI (ONE AI). The role involves developing and steering the implementation of programs, overseeing the OECD.AI Policy Observatory, and engaging in international dialogue on AI policy issues. The candidate will formulate, implement, and evaluate work program activities, ensuring high-quality output results and consistency. Additionally, the individual will represent the Directorate at internal and external meetings, establish close contacts with various stakeholders, and lead and manage the staff of the Division, providing guidance and feedback to motivate and develop team members. Budget management is also a key responsibility, including managing financial resources and promoting work program activities to raise complementary funding.

Required Qualifications:
The ideal candidate should possess an advanced university degree in relevant disciplines such as economics, public policy, or law. A minimum of ten years of senior-level experience in policy areas relevant to the AIEDT Division is required, preferably gained in a national administration or international organization. The candidate should have extensive knowledge of policy analysis related to the Directorate's work and a passion for developing digital economy and consumer policies that support inclusive growth. Proven experience in project management, inter-governmental committee work, and strategic visioning is essential, along with the ability to present and promote OECD work results effectively.

Educational Background:
Candidates must hold an advanced university degree in one or more relevant disciplines, such as economics, public policy, or law, which are pertinent to the work of the Artificial Intelligence and Emerging Technologies Division.

Experience:
The position requires a minimum of ten years of experience at a senior level in policy areas relevant to the AIEDT Division. This experience should preferably be acquired in a national administration or international organization, with a strong background in policy analysis and project management.

Languages:
Fluency in one of the two OECD official languages (English and French) is mandatory, along with a willingness to learn the other language. Knowledge of additional languages may be considered an asset.

Additional Notes:
The position is a three-year fixed-term appointment, with the possibility of renewal. The OECD offers a competitive monthly base salary starting from 12,109 EUR, plus allowances based on eligibility, and is exempt from French income tax.
