Its primary goal is to contribute to the development of healthier and safer environments, while also strengthening community resilience to climate and environmental changes. The organization aims to promote health equity for all people in the WHO Western Pacific Region. The Centre focuses on providing scientific information and evidence for policy-making, assisting Member States in developing health-promoting policies, and enhancing technical capacities in climate change and health.

Job Overview:
The Administrative Assistant will play a crucial role in supporting the staff of the WHO Asia-Pacific Centre for Environment and Health in Seoul. This position involves managing administrative tasks related to programming and finance, utilizing the WHO Global Management System (GSM) and Contributor Engagement Management (CEM) systems. The Assistant is expected to work independently on general tasks while receiving specific guidance on more complex issues. Responsibilities include monitoring budget flows, ensuring compliance with financial regulations, assisting in data collection for reports, and providing logistical support for meetings. The role requires a proactive approach to problem-solving and effective communication skills to facilitate collaboration within the team.

Duties and Responsibilities:
The incumbent will be responsible for a variety of tasks including:
  • Supporting staff on administrative issues related to programming and finance.
  • Monitoring the correct use of WHO Financial Rules and Regulations.
  • Updating information relevant to programme budget flows in the GSM system and CEM.
  • Assisting in data collection and preparation of internal and external reports.
  • Monitoring expenditures and ensuring compliance with work plans and financial regulations.
  • Reviewing contractual documents and preparing draft contracts for service providers.
  • Keeping track of contract extensions and renewal deadlines.
  • Assisting in the implementation of programme budgets and work plans.
  • Providing administrative and logistical assistance for meetings, including taking minutes. 1
  • Performing other related duties as required or instructed.

Required Qualifications:
Candidates must possess a thorough training in accounting, finance, and general administration, equivalent to graduation from secondary school. A university degree related to finance and administration is desirable, along with training in enterprise resource planning (ERP) systems. Essential skills include a thorough knowledge of programme management principles, compliance with rules and regulations, and office procedures. Candidates should also demonstrate effective problem-solving and analytical skills, as well as proficiency in word processing and data processing software.

Educational Background:
The educational background required for this position includes at least a secondary school graduation with specialized training in accounting and finance. A university degree in a related field is preferred, particularly one that includes training in enterprise resource planning (ERP) systems.

Experience:
Candidates should have a minimum of five years of progressive experience in budgeting, financing, programme management, or other relevant administrative work. Experience working with UN agencies or international organizations is considered an asset, as is training in Oracle-based or other ERP systems.

Languages:
Expert knowledge of English is essential for this position. Proficiency in additional languages may be considered an advantage but is not mandatory.

Additional Notes:
The position offers an attractive remuneration package, including an annual net base salary starting at KRW 60,906,000, subject to mandatory deductions. Staff members are entitled to 30 days of annual leave. The vacancy notice may be used to fill other similar positions at the same grade level.
