Job Overview:
The Programme Officer will play a crucial role in supporting the ILO's technical cooperation project in Qatar, which focuses on enhancing the protection of migrant workers' rights and aligning the ILO Qatar programme with global and regional outcomes. The incumbent will oversee the monitoring and evaluation of the project, ensuring that it meets its objectives and delivers impactful results. The role requires fostering partnerships with Qatari development partners and UN agencies, promoting the ILO's decent work agenda, and ensuring effective delivery of the Technical Cooperation Programme. The Programme Officer will report to the Head of the Doha Project Office and work closely with all staff in the Project Office, receiving guidance from the Chief of the Regional Programming Unit.

Duties and Responsibilities:
  • Ensure the alignment of the ILO Qatar programme with global and regional objectives through planning and reporting exercises.
  • Monitor and evaluate the ILO Qatar programme and specific interventions to ensure results and impact.
  • Support internal and independent evaluations, annual reports, strategic reviews, and impact assessments.
  • Coordinate knowledge management, documenting good practices and lessons learned.
  • Promote linkages and share best practices with other ILO projects and external stakeholders.
  • Identify linkages between the ILO Qatar programme and regional/global priorities for reporting and events.
  • Collaborate with Qatari institutions to identify opportunities for the ILO's agenda.
  • Maintain collaboration with other UN agencies in Qatar.
  • Represent the Office in meetings and workshops, and organize briefings and events. 1
  • Undertake other duties as required.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in a relevant field. A first-level university degree (Bachelor's or equivalent) with an additional two years of relevant experience may be accepted in lieu of an advanced degree. Candidates should have at least five years of relevant professional experience, including international programming and monitoring and evaluation (M&E), as well as experience in developing partnerships. Familiarity with ILO policies and procedures is advantageous.

Educational Background:
An advanced university degree (Master's or equivalent) in fields such as social sciences, international relations, development studies, or a related discipline is required. Alternatively, a first-level university degree (Bachelor's or equivalent) in a relevant field, combined with additional relevant experience, will be accepted.

Experience:
The position requires a minimum of five years of relevant professional experience, particularly at the international level, in programming, monitoring and evaluation, and partnership development. Experience working with international organizations or in a similar context is highly desirable.

Languages:
Full fluency in English is mandatory. Proficiency in Arabic is considered a distinct advantage, as it will facilitate communication and collaboration with local partners and stakeholders.

Additional Notes:
The position is a fixed-term contract for a duration of two years, with the possibility of extension subject to availability of funds, continuing need for the functions, and satisfactory performance.
