Job Overview:
The position of ERL Construction Project Assistant involves working under the supervision of the Early Recovery & Livelihoods (ERL) Program Manager and the direct supervision of the ERL Assistant. The primary responsibility of this role is to assist in the implementation of ERL construction projects in alignment with the agreed response strategy and plan. The assistant will liaise closely with the ERL Program Manager and ERL Assistant throughout various stages of ERL programming, ensuring effective communication and collaboration. The role requires participation in relevant assessments conducted by the ERL unit and necessitates prior knowledge of implementing construction projects through the Cash for Work (C4W) modality. The assistant will also support contractors, assist in the distribution of materials and supplies, and conduct market assessments to understand trends. Continuous monitoring of construction activities in the field is essential, as is the preparation of status reports and documentation as required by management.

Duties and Responsibilities:
The duties and responsibilities of the ERL Construction Project Assistant include:
  • Assisting with the implementation of ERL construction projects according to the agreed response strategy and plan.
  • Liaising closely with the ERL Program Manager and ERL Assistant throughout different stages of ERL programming.
  • Participating in and/or facilitating relevant assessments conducted by the ERL unit.
  • Providing support to contractors and assisting in the timely distribution of materials, supplies, and equipment according to standard procedures.
  • Conducting detailed schedules of dilapidation, formulating Bills of Quantities (BoQ), and performing market assessments to understand market trends.
  • Continuously monitoring ERL construction activities in the field, overseeing execution, and evaluating progress through both quantitative and qualitative data.
  • Preparing status reports, minutes of meetings, travel requests, and other documents as required by management.
  • Ensuring proper filing of documents.
  • Performing any other duties that may be required by management.

Required Qualifications:
The required qualifications for the ERL Construction Project Assistant position include:
  • A graduate degree in civil engineering, architecture, or a relevant field from a recognized institution.
  • At least three years of relevant experience in the shelter or construction industry.
  • Experience with humanitarian construction and ERL programs is desirable.
  • A sound and up-to-date knowledge of local construction techniques and materials.
  • Proficiency in design-related software (e.g., AutoCAD) and the ability to prepare schedules, BoQs, and cost estimates.
  • Proficiency in computer applications such as MS Word, Excel, Outlook, and PowerPoint.
  • Strong analytical and planning skills, along with administrative and time management skills.
  • A proactive and independent work ethic, with the ability to learn new programming modalities quickly.
  • Integrity in performing assigned responsibilities and the ability to maintain high ethical standards.

Educational Background:
The educational background required for the ERL Construction Project Assistant position includes a graduate degree in civil engineering, architecture, or a relevant field from a recognized institution. This educational foundation is essential to ensure that the candidate possesses the necessary technical knowledge and skills to effectively contribute to construction projects in a humanitarian context.

Experience:

Languages:
Fluency in both English and Hausa is required for this position, both oral and written. Additionally, fluency in Fulfulde is desired, as it may enhance communication with local populations and stakeholders.
