Job Overview:
The Grants and Collaborations Officer will play a crucial role within the Operations and Management Directorate (OMD) of SPC, which provides corporate services across all SPC Divisions and Programmes. This position is focused on ensuring the effective and timely delivery of high-quality grant management services. The officer will support a wide range of grant-related activities, enhance stakeholder capacity regarding grants management processes, and contribute to the continuous improvement of grant systems and practices. The role requires close collaboration with Team Leaders to build strong relationships with both internal and external stakeholders, ensuring that grant activities align with SPC's strategic objectives and meet the standards expected by SPC and its funders.
Duties and Responsibilities:
The Grants and Collaborations Officer will be responsible for several key duties, including:
- Operations: Providing quality customer service to SPC’s divisions involved in grant and collaboration activities, maintaining divisional relationships, and ensuring high-quality grant proposals are awarded.
- Monitoring and Reporting: Carrying out monitoring, reporting, and closure processes for grants and Letters of Agreement (LOAs), ensuring consistent services across SPC.
- Efficiency Improvement: Streamlining procedures to enhance the efficiency and effectiveness of grants management while ensuring compliance with policies and integrating best practices.
- Advice and Guidance: Offering informed advice to decision-makers on complex grant matters, managing contractual and ethical considerations, and identifying risks.
- Reporting and Stakeholder Engagement: Contributing to internal and external stakeholder reporting and fostering collaborative relationships to support grants and collaborative activities.
- Outreach and Training: Developing and delivering training programs to enhance understanding of grants management among stakeholders, maintaining communication with key stakeholders, and publishing updates on grant activities.
Required Qualifications:
Candidates must possess a Bachelor’s degree in law, finance, procurement, administration, international development, or a related field, along with a body of knowledge and experience equivalent to this educational background. Additionally, candidates should have at least 5 years of experience in providing advice on grants, collaborations, project management, or stakeholder engagement, particularly in a public sector or not-for-profit environment. Strong engagement and collaboration skills with diverse stakeholders, excellent communication abilities, and a commitment to ethical standards are essential. Familiarity with grant management and donor compliance processes is also required.
Educational Background:
The educational background required for this position includes a Bachelor’s degree in relevant fields such as law, finance, procurement, administration, or international development. This educational foundation should be complemented by practical experience that demonstrates the candidate's ability to perform the duties associated with the role effectively.
Experience:
The position requires a minimum of 5 years of relevant experience in grants management, collaborations, project management, or stakeholder engagement. Candidates should have a proven track record of working in public sector or not-for-profit environments, demonstrating their ability to navigate complex grant-related issues and engage effectively with various stakeholders.
Languages:
Excellent English communication skills, both oral and written, are mandatory for this position. A working knowledge of French is considered an advantage, as SPC operates in both English and French. Proficiency in these languages will facilitate effective communication with diverse stakeholders and enhance collaboration within the organization.
Additional Notes:
The contract duration for this position is budgeted for 3 years, with the possibility of renewal based on funding and performance. The Grants and Collaborations Officer is classified as a Band 9 position within SPC’s 2024 salary scale, with a starting salary range of 3,209–3,915 SDR per month, which translates to approximately XPF 474,675–579,141 (USD 4,268–5,207; EUR 3,978–4,853). Initial offers will be made in the lower half of this range, considering the candidate's experience and qualifications. SPC provides various benefits for international staff, including subsidized housing, establishment and repatriation grants, removal expenses, airfares, home leave travel, health and life insurance, and education allowances for eligible employees and their dependents. Employees are entitled to 25 working days of annual leave and access to SPC’s Provident Fund, which includes an 8% salary contribution from SPC.
