Job Overview:
The IM-GIS Officer will work under the general guidance of the Chief of Mission in Libya and will be supervised by the programme coordinator and the Information Management Officer. The role involves supporting the Information Management Officer in system development, conducting coordination meetings, preparing documentation and training materials, maintaining digital data filing systems, and liaising with Global ICT for system amendments. The officer will also design and program surveys, manage data requests, update datasets, develop reporting tools, support the deployment of the IMS system, conduct training, and manage database tasks. The position requires a proactive approach to identifying information gaps and enhancing system efficiency, as well as leading a team of information management assistants.
Duties and Responsibilities:
- Support the Information Management Officer on system development.
- Conduct coordination meetings with thematic leads on improvement plans.
- Assist in the preparation of system documentation and training materials.
- Supervise the maintenance of the digital data filing system and suggest improvements.
- Liaise with Global ICT for system amendments.
- Support and coordinate on Libya/DTMKobo/ODK form versioning and distribution.
- Design and program surveys and data forms using the IMS System.
- Develop weekly team plans and supervise task assignments related to data management requests.
- Manage the updating of the system location dataset in coordination with field teams. 1
- Design and develop reporting tools, including writing complex SQL queries. 1
- Support the deployment and maintenance of the IMS system for other missions. 1
- Conduct regular training and coaching for staff involved in data entry and processing. 1
- Support database management tasks. 1
- Design and develop IOM internal mobile applications. 1
- Lead the information management assistant team in performing maintenance routines on ODK/IMS Server. 1
- Liaise with other units to identify information gaps and potential enhancements. 1
- Perform other duties as required.
Required Qualifications:
- Excellent knowledge of Microsoft SQL Server and MySQL.
- Proficiency in PHP programming language.
- Strong knowledge and experience in Object-Oriented Programming (OOP).
- Strong knowledge and experience in Model-View-Controller (MVC) architecture.
- Strong knowledge and experience in JavaScript, jQuery, and CSS.
- Proven track record in software development.
- Excellent writing skills with experience in creating design documents, specifications, and test plans.
- Results-oriented with strong communication and interpersonal skills.
