Job Overview:
The National Professional Officer (Administrative Services) position involves overseeing the procurement unit's operations, ensuring compliance with WHO rules and procedures. The incumbent will be responsible for planning and organizing procurement activities, reviewing requests from program teams, and monitoring the issuance of bids and proposals. The role requires collaboration with regional and global procurement teams, conducting market research, and training staff on procurement policies. The officer will also be involved in risk management and compliance, ensuring that procurement processes align with WHO standards and contribute to the organization's mission of improving health outcomes in India.
Duties and Responsibilities:
- Plan and organize the work of the Procurement unit, identifying priorities and allocating tasks.
- Review procurement requests from program teams to ensure adherence to WHO rules and procedures.
- Prepare correspondence and submissions for the Contract Review Committee.
- Monitor the preparation and issuance of Invitations to Bid, Requests for Quotation, and Requests for Proposal.
- Review offers and provide inputs on contract awards.
- Collaborate with regional and global procurement teams to resolve issues and provide updates on delivery status.
- Ensure compliance with contractual agreements and recommend amendments as necessary.
- Conduct market research to establish pre-qualified suppliers and develop Long Term Agreements.
- Formulate strategies for complex procurement projects and identify new technologies and supply sources. 1
- Liaise with program units for annual procurement plans and manage procurement for the WCO and field offices. 1
- Draft audit responses and follow up on outstanding audit recommendations. 1
- Support policies for risk management and compliance, enhancing tools for monitoring procurement-related risks. 1
- Train WCO staff on procurement policies and procedures. 1
- Review current procurement processes and propose corrective measures. 1
- Perform other related duties as assigned.
Required Qualifications:
Essential: University degree in business administration or a related field from a recognized university. Desirable: Advanced university degree (Master's or equivalent) in business administration, commerce, or supply chain management. A university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Educational Background:
Essential: A university degree in business administration or a related field. Desirable: An advanced university degree (Master's degree or equivalent) in business administration, commerce, or supply chain management.
Experience:
Essential: At least one year of progressively responsible experience in program operations, procurement, and contracting operations. Desirable: Experience in procurement procedures within the UN Common System or other international organizations providing relevant administrative and supply chain management support.
Languages:
Essential: Expert knowledge of English and Hindi. Desirable: Knowledge of additional languages may be advantageous but is not mandatory.

The remuneration comprises an annual base salary starting at INR 2,164,119, subject to mandatory deductions. The position offers 30 days of annual leave and may involve a written test or video assessment as part of the screening process.
