Job Overview:
The Monitoring, Evaluation and Learning (MEL) Technical Assistant position is designed to support the program staff and the MEL responsible in the Santa Marta office of the Northeast Area. The role focuses on executing monitoring, evaluation, and learning processes in alignment with NRC Colombia's overall strategy and ensuring the proper implementation of project management cycles in the assigned area. The position requires a proactive approach to facilitate the collection and analysis of data, promote best practices in MEL, and ensure adherence to NRC's policies and guidelines.
Duties and Responsibilities:
The Technical Assistant will be responsible for ensuring compliance with NRC's MEL policies, tools, manuals, and guidelines. This includes providing technical support for quality control and monitoring of program and project activities, assisting in training program staff, and documenting ideas for technical improvements. Specific responsibilities include consulting on market studies, conducting follow-up activities on ongoing projects, managing participant information, consolidating data for needs assessments and program reports, and supporting the implementation of MEL procedures. The role also involves facilitating data collection through surveys and interviews, maintaining physical and digital project files, and supporting program management in planning and review meetings. Additional tasks may be assigned by supervision that relate to the objectives of the role and assigned projects.
Required Qualifications:
Candidates must have a minimum of one year of experience as a Technical Assistant in humanitarian contexts. Relevant professional qualifications and experience in technical fields are essential. Previous work experience in complex and changing environments is required, along with proven experience related to the responsibilities of the position. Candidates should possess strong analytical skills, the ability to communicate effectively, and the capacity to work collaboratively with others.
Educational Background:
The ideal candidate should have technical studies or be a university student or recent graduate in economics, sociology, social sciences, or related administrative fields, with training in project monitoring. A minimum of one year of work experience in technical support for community intervention processes or humanitarian action is required. Knowledge of the Colombian humanitarian context, particularly in the Pacific region, is highly valued.
Experience:
Candidates should have at least one year of relevant work experience in technical support roles within humanitarian settings. Experience in complex and volatile contexts is essential, along with a proven track record of responsibilities similar to those outlined in the job description.
Languages:
Fluency in Spanish (both written and verbal) is mandatory. While knowledge of English is not required, it will be highly regarded during the selection process.
Additional Notes:
The position is offered as a fixed-term contract for less than one year, in accordance with Colombian labor legislation. The salary range for this position is between 2,700,000 and 2,900,000 Colombian pesos, depending on the specific grade of the vacancy. NRC has limited salary negotiation capabilities.
