Job Overview: The PRSEAH Technical Officer will be embedded within the WHO Health Emergencies Programme, focusing on the integration and mainstreaming of measures for protection against sexual exploitation, abuse, and harassment (PSEAH) in health emergency response operations. This role involves working closely with Incident Managers and pillar leads at the regional level, as well as in-country designated PSEAH experts. The officer will provide technical guidance and support to strengthen systems for prevention, reporting, and accountability to victims and survivors of sexual misconduct. The position requires collaboration with various stakeholders, including national governments and external partners, to enhance PSEAH integration in all phases of emergency response operations. The incumbent will also monitor and report on progress in affected countries, ensuring that PSEAH measures are effectively implemented and maintained throughout the graded emergency response operations.
Duties and Responsibilities: The incumbent will perform a variety of duties, including:
Providing technical expertise and guidance for PSEAH integration in regional emergency response strategies and in-country operations.
Supporting the development of program reports and contributing to monitoring and evaluation exercises.
Conducting SEAH risk assessments and supporting the integration of risk mitigation measures in emergency response plans.
Coordinating with HR to monitor safe recruitment measures and ensuring PSEAH is included in induction briefings.
Engaging with in-country PSEA networks to strengthen reporting channels and support collective PSEA actions.
Developing and delivering training and awareness-raising materials on PSEAH for various stakeholders.
Documenting PSEAH actions and providing regular updates to the Incident Management Support Team (IMST).
Representing WHO in interagency fora on PSEA and contributing to the advancement of interagency PSEA results.
Required Qualifications: The position requires demonstrated technical expertise in areas such as Protection from Sexual Exploitation and Abuse (PSEA), Accountability to Affected Populations (AAP), and Gender-based violence. Candidates should have proven experience in PSEA programming and program management, as well as field experience in humanitarian or development settings. Strong organizational skills, the ability to work independently, and proficiency in conducting context analysis are essential. Familiarity with UN systems and global coordination structures is also required.
Educational Background: Candidates must possess an advanced university degree in gender studies, humanitarian affairs, human rights, law" style="border-bottom: 1px dotted #007bff !important;">international law, sociology, public health, development studies, or other related social science disciplines. Desirable qualifications include IASC-IOM PSEA Coordinator training or similar training programs.
Experience: Candidates should have at least 7 years of relevant progressive work experience, including a minimum of 5 years in the prevention of sexual exploitation and abuse (SEA), sexual and gender-based violence (SGBV), or in related fields such as Accountability to Affected Populations (AAP) or Protection. Experience in dealing with staff misconduct and gender mainstreaming is also essential. Desirable experience includes developing and facilitating training and capacity-building activities, as well as relevant work experience in health emergency management and strategy development with WHO or UN agencies.
Languages: Excellent knowledge of English or French is mandatory, with working knowledge of the other language. Proficiency in Portuguese or any other WHO official language would be considered an asset.
Additional Notes: The position is full-time and involves international recruitment. The remuneration package includes an annual base salary starting at USD 77,326, subject to mandatory deductions for pension contributions and health insurance. Additional benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
