Job Overview:
The PRSEAH Technical Officer position is crucial within the WHO's African Region, focusing on the prevention of sexual exploitation, abuse, and harassment (SEAH). The incumbent will support and coordinate efforts to ensure effective early detection, prevention, and response to SEAH cases. This role involves implementing a regional PRSEAH plan, coordinating responses to incidents, and providing strategic guidance to WHO's workforce. The officer will work closely with the PRSEAH Regional Coordinator and will be responsible for fostering collaboration with external partners to enhance the region's capacity to address SEAH effectively. The position requires a strong commitment to ethical principles and the ability to manage sensitive situations with discretion and professionalism.
Duties and Responsibilities:
The incumbent will be responsible for maintaining and monitoring the implementation of a regional PRSEAH plan and work programme. This includes strengthening the region's early detection, prevention, and response capacity, particularly in emergency operations. The officer will coordinate responses to SEAH incidents, ensuring that all complaints are referred to the WHO Investigation Service and that victims receive appropriate assistance. Additionally, the officer will conduct SEAH risk assessments, develop risk treatment plans, and create networks with external experts and humanitarian agencies. The role also involves supporting WHO leadership in PRSEAH initiatives and ensuring effective communication between the Regional Office and WHO's governing bodies.
Required Qualifications:
Candidates must possess an advanced university degree (Masters level or above) in social sciences, international development, law, management, or a related field. Desirable qualifications include postgraduate studies or specialized training in strategy development, human rights, social anthropology, community engagement, or behavior change management. The role requires a strong understanding of management practices and the functioning of international organizations, along with excellent communication skills and the ability to interact effectively with diverse stakeholders.
Educational Background:
An advanced university degree (Masters level or above) in relevant fields such as social sciences, international development, law, or management is essential. Additional postgraduate studies or specialized training in areas related to strategy development, human rights, or community engagement are desirable.
Experience:
Candidates should have at least ten years of relevant professional experience in fields related to sexual exploitation and abuse, gender-based violence, or humanitarian affairs. Experience in institutional capacity building or change management is essential. Desirable experience includes exposure to international development and humanitarian systems, training, capacity-building, and crisis management. Extensive experience in SEAH management and workplace resolution is also preferred.
Languages:
Expert knowledge of English is essential, with intermediate knowledge of French being desirable. The language requirements are interchangeable, allowing for flexibility in communication within the organization.

The position offers a competitive salary starting at USD 92,731, with additional benefits including a variable post adjustment reflecting the cost of living, 30 days of annual leave, allowances for dependent family members, and an education grant for dependent children.
