Job Overview:
The Field Engineer position is crucial for supporting the Infrastructure & Services Unit (ISU) of CTG's client in Somalia. The successful candidate will work under the supervision of the National Project Officer and the Senior Project Assistant, contributing to the monitoring and management of infrastructure construction and site development projects. The role requires active participation in various activities, including site assessments, technical feedback to contractors, and ensuring compliance with project specifications. The Field Engineer will also assist in procurement processes and collaborate with local authorities and community representatives to identify suitable sites for internally displaced persons (IDPs). This position demands a proactive approach to problem-solving and effective communication with construction teams to ensure project objectives are met efficiently.

Duties and Responsibilities:
The Field Engineer will be responsible for a range of duties, including:
  • Monitoring all infrastructure construction, site development, maintenance, and improvement works, providing timely technical feedback to contracting companies and workers.
  • Reporting daily progress of work on-site and alerting the Senior Project Assistant to any actual or potential shortcomings in construction works.
  • Ensuring that provided materials align with the Bill of Quantities (BOQ) specifications and that construction works adhere to approved plans.
  • Maintaining regular communication with construction companies to support coordination efforts at the site level.
  • Assisting in joint assessments, needs analysis, and monitoring and evaluation activities, including the preparation of monitoring tools.
  • Coordinating the procurement of sector-related materials or equipment, including aiding in the preparation of bid documents with technical inputs.
  • Participating in studies to identify feasible options for adequate IDP sites in collaboration with local authorities and other humanitarian agencies.
  • Providing technical assistance for other programs within the EPC as needed.
  • Performing any other duties as required by the project.

Required Qualifications:
Candidates must possess a Bachelor’s degree in engineering from an accredited institution, with a minimum of three years of relevant professional experience. Alternatively, candidates with a high school certificate or diploma and five years of relevant experience in monitoring site development and infrastructure works will also be considered. Experience in organizing, delivering, and monitoring humanitarian services to communities is essential, along with familiarity with complex field settings, preferably in Somalia or similar regions. Proficiency in Microsoft Office, particularly Word and Excel, is required, along with excellent communication skills and a demonstrated ability to maintain integrity in all responsibilities. Attention to detail, initiative, and the ability to work with minimal supervision are critical attributes for this role.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in engineering from an accredited academic institution. Candidates with a high school certificate or diploma may also qualify if they have sufficient relevant experience in the field. The emphasis is on having a solid foundation in engineering principles and practices, particularly as they relate to infrastructure development and monitoring.

Experience:
The position requires candidates to have at least three years of relevant professional experience in engineering or site development. Those with a high school diploma must have five years of relevant experience. Experience in humanitarian settings, particularly in monitoring and evaluating infrastructure projects, is highly desirable. Familiarity with the complexities of working in conflict-affected areas, especially in Somalia, will be an advantage.

Languages:
Fluency in English and Somali, both written and spoken, is mandatory for this position. Additionally, a working knowledge of Arabic is considered a desirable asset, enhancing communication capabilities within the diverse context of the project.
