Job Overview:
The Monitoring, Evaluation, and Learning (MEL) Manager position is part of the USAID-funded Resilient Cities Limpopo Program, which aims to enhance urban residents' access to essential services such as water, sanitation, and solid waste management. The MEL Manager will work closely with the Chief of Party and the Home Office MEL team to ensure accurate and timely data collection from various project activities across three offices. This role is crucial for assessing the effectiveness of the program and ensuring that the data collected is reliable and actionable. The MEL Manager will also be responsible for training staff and stakeholders on MEL systems and methodologies, ensuring that all project indicators are met and that the program's impact is effectively communicated to clients and stakeholders.

Duties and Responsibilities:
The MEL Manager will undertake a variety of responsibilities, including but not limited to: providing training to staff, grantees, and partners on MEL systems and indicators; assisting the Chief of Party with presentations and training for clients and stakeholders; ensuring timely and accurate data entry into the project database; conducting on-site monitoring and data collection; participating in data quality assessments; verifying program results with supporting documentation; generating reports and visual aids to support program activities; and leading internal learning activities throughout the project lifecycle. This role requires a proactive approach to data management and a commitment to continuous improvement in program delivery.

Required Qualifications:
Candidates must possess a minimum of a bachelor's degree in statistics, social sciences, international development, or a related field. A minimum of three years of experience in evaluation or social science research is required, with preference given to those who have worked in similar roles for USAID contractors. Proficiency in Microsoft Office applications is essential, along with excellent communication and teamwork skills. Candidates should be detail-oriented, organized, and capable of working under pressure while meeting tight deadlines. A valid driver's license is also required, along with fluency in English, and fluency in Portuguese is considered beneficial.

Educational Background:
The position requires a minimum of a bachelor's degree in a relevant field such as statistics, social sciences, or international development. This educational background is essential for understanding the complexities of monitoring and evaluation processes and for effectively analyzing data collected from various project activities.

Experience:
