Job Details

Job Posting Organization:
The United Nations Population Fund (UNFPA) is the United Nations sexual and reproductive health and rights agency, established to expand the possibilities for women and young people to lead healthy and productive lives. UNFPA has been operational in Timor-Leste since 2003, supporting the government in conducting census and promoting sexual and reproductive health and rights, as well as gender equality. The organization aims to ensure that every pregnancy is wanted, every childbirth is safe, and every young person's potential is fulfilled. UNFPA Timor-Leste has contributed significantly to establishing basic social services and generating socio-demographic data, focusing on universal access to sexual and reproductive health and reproductive rights, particularly for women, adolescents, youth, and marginalized groups.

Job Overview:
The International UNV assignment focuses on supporting the implementation of the Sexual and Reproductive Health and Rights (SRHR) and maternal health programme of UNFPA Timor-Leste. The role involves strengthening health systems and related SRHR data systems, particularly in the context of a regional initiative funded by the Australian Government (DFAT). The UNV will work closely with technical and programme teams to improve data systems that impact maternal and reproductive health interventions, including Maternal Perinatal Deaths Surveillance and Response (MPDSR) and Emergency Obstetric and Newborn Care (EmONC). The position requires staying updated on UNFPA policies and technical guidance to align and innovate within the SRHR deliverables for Timor-Leste.

Duties and Responsibilities:
The UNV will work under the supervision of the Country Representative and in coordination with various UNFPA staff. Key responsibilities include:
  • Supporting the implementation of MPDSR by coordinating technical workplans, overseeing acceleration plans, and facilitating workshops at various levels.
  • Providing administrative support for training programs and building capacity at the sub-national level.
  • Assisting in data analysis and evidence generation related to MPDSR.
  • Supporting the implementation of EmONC by collaborating with regional offices and technical partners, organizing workshops, and producing annual reports.
  • Liaising with Ministry of Health departments to strengthen SRMNCAH and GBV data in Health Management Information Systems (HMIS).
  • Ensuring coordination and communication between UNFPA stakeholders and the regional office, providing accurate reporting of activities and financial status.

Required Qualifications:
Candidates must possess a strong understanding of sexual and reproductive health and rights, maternal health, and data systems. They should have excellent communication and coordination skills, with the ability to work collaboratively with various stakeholders. Proficiency in data analysis and reporting is essential, along with a commitment to UNFPA's mission and values.

Educational Background:
A degree in public health, social sciences, or a related field is required. Advanced degrees or specialized training in sexual and reproductive health or maternal health will be an advantage.

Experience:
Candidates should have relevant experience in public health, particularly in maternal health and SRHR programs. Experience working with international organizations or in a UN context is preferred. Familiarity with data management and analysis in health systems is also important.

Languages:
Fluency in English is mandatory. Knowledge of Portuguese or Tetum is an asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of the role.

Additional Notes:
This is a full-time position as an International UN Volunteer. The contract duration and specific compensation details are not specified in the job description. The role may involve travel within Timor-Leste to support various health initiatives and workshops.
