Job Overview:
The Head of the NAVISP Programme Office will oversee the Navigation Innovation and Support Programme (NAVISP) within the Future Navigation Department of the Directorate of Navigation at ESA. This role is pivotal in driving innovation and competitiveness in the European Positioning, Navigation, and Timing (PNT) landscape. The NAVISP programme aims to support the development of innovative propositions that extend beyond traditional satellite navigation, fostering the growth of competitive industrial capabilities and new technologies. The successful candidate will manage the programme's implementation, ensuring alignment with ESA's strategic objectives and facilitating collaboration with various stakeholders, including the European Commission and Member States. The position requires a proactive approach to managing risks and ensuring the programme's success through effective leadership and coordination.
Duties and Responsibilities:
The Head of NAVISP Programme Office will be responsible for a range of critical tasks, including: managing and implementing the NAVISP programme in accordance with its Declaration and Implementing Rules; preparing programme proposals and workplans in consultation with relevant teams and stakeholders; coordinating NAVISP activities with the European Commission and EUSPA; defining and measuring key performance indicators (KPIs) for the programme; managing the implementation of NAVISP activities according to established rules and budgets; and enforcing risk management and project management processes. Additionally, the role involves identifying and reporting health and safety risks within the programme's scope, ensuring a safe working environment for all team members.
Required Qualifications:
Candidates must possess a strong background in the technical domains relevant to the position, including knowledge of Global Navigation Satellite Systems (GNSS) and European industrial sectors. Expertise in Positioning, Navigation, and Timing is essential, along with experience in managing and monitoring industrial activities. Familiarity with ESA procurement tools and team management is also required. The ideal candidate should demonstrate strong leadership capabilities, effective relationship management, and excellent communication skills, with a focus on driving team performance and fostering a motivating work environment.
Educational Background:
A master's degree in engineering is a mandatory requirement for this position. This educational background is crucial for understanding the technical complexities involved in the NAVISP programme and for effectively leading a team of professionals in the field of navigation and positioning.
Experience:
The position requires significant experience in managing projects and teams, particularly in the context of industrial activities related to navigation and positioning technologies. Candidates should have a proven track record of successfully leading teams and managing complex projects, ideally within an international context. Experience in diverse functional areas relevant to ESA activities will be considered an asset, as will any prior experience working outside one's home country.
Languages:
Fluency in English or French is required, as these are the working languages of ESA. Knowledge of another language from an ESA Member State is considered an asset and may enhance a candidate's application. Proficiency in multiple languages can facilitate better communication and collaboration within the diverse environment of ESA.
