Job Overview:
The Country Technical Manager for Guatemala will be responsible for overseeing the implementation of the anticipated CDC PEPFAR HIV Prevention, Care, and Treatment Program in Central America. This five-year program, with a budget of $85 million, aims to enhance the capacity of El Salvador, Guatemala, Honduras, Nicaragua, and Panama to address gaps in HIV prevention, diagnosis, and treatment. The manager will design and implement strategic activities focused on HIV prevention, testing, care, and treatment, ensuring that the program meets its objectives and contributes to the overall health of the communities served. Duties and Responsibilities:
The Country Technical Manager will lead the implementation and management of comprehensive HIV prevention, testing, care, and treatment interventions. Responsibilities include achieving and reporting PEPFAR indicators, increasing HIV case finding, reducing late HIV diagnoses among key populations, maintaining negative HIV test results among individuals on PrEP, and improving public health responses to active HIV transmission clusters. Specific duties include contextualizing technical approaches for scaling HIV testing and prevention services, coordinating with regional leads for testing and treatment methods, ensuring linkage to treatment for at-risk populations, fostering an enabling environment for service provision, and coordinating with the CDC and other stakeholders to strengthen national HIV/AIDS programs. The manager will also oversee training and mentorship for healthcare providers to ensure high-quality, patient-centered services.
Required Qualifications:
Candidates must possess a Master’s degree or higher in Public Health, Social and/or Behavioral Sciences, or a related field, with a focus on community-level health promotion and education. A minimum of six years of professional experience is required, including at least three years in implementing US government-funded HIV programs, preferably with PEPFAR experience. Candidates should demonstrate knowledge of combination HIV prevention, testing, care, and treatment interventions, as well as experience in building capacity among staff and stakeholders. Substantial experience in Guatemala and a proven track record of working with community-based organizations targeting key populations are preferred. Effective communication skills, both oral and written, are essential.
Educational Background:
A Master’s degree or higher in a relevant field such as Public Health, Social Sciences, or Behavioral Sciences is required. Significant practical experience may be considered in lieu of formal education. The educational background should emphasize community-level health promotion and education, equipping the candidate with the necessary skills to address public health challenges effectively.
Experience:
The position requires a minimum of six years of professional experience, with at least three years specifically in the implementation of HIV testing, care, and treatment programs funded by the US government. Experience in a supervisory role is preferred, along with demonstrated capacity in building the skills of healthcare providers and community organizations. Familiarity with the local context in Guatemala is crucial, as is experience working with key populations and people living with HIV.
Languages:
Full Professional Proficiency in spoken and written Spanish is mandatory for this position. This proficiency is essential for effective communication with local stakeholders, community members, and program participants. While Spanish is the primary language required, knowledge of additional languages may be considered an asset but is not mandatory.
