Job Overview:
The CPCP position involves providing comprehensive support in the day-to-day operations of the WHO Country Office, specifically in the areas of program, financial, human resources, and administrative functions. The incumbent will be responsible for ensuring the smooth running of various administrative processes, including financial transactions, human resources management, and logistical preparations for meetings and staff travel. This role requires a proactive approach to problem-solving and effective communication with staff at all levels. The incumbent will also be expected to maintain an organized filing system, draft correspondence, and provide input on resource allocation and planning. The position is integral to the successful implementation of WHO's initiatives in Kazakhstan, contributing to the overall goal of improving health outcomes and ensuring that health services are accessible to all citizens.
Duties and Responsibilities:
The incumbent will perform a variety of duties, including but not limited to: providing administrative support across a range of program support activities; reviewing obligating documents and undertaking reconciliation; processing transactions in the enterprise resource planning system; monitoring the implementation of country activities and financial expenditures; briefing staff on budget and administrative procedures; assisting with human resources tasks such as monitoring staff contracts and maintaining the departmental human resources plan; coordinating administrative functions and maintaining office space; analyzing incoming correspondence and requests; drafting correspondence and reports; maintaining the unit's filing system; supporting logistical preparations for meetings and staff travel; and assisting colleagues with general administrative processes. The role requires a high level of organization, attention to detail, and the ability to manage multiple tasks simultaneously.
Required Qualifications:
Candidates must possess a completion of secondary education with equivalent administrative certification or training. A university degree in business administration, social sciences, or a related field is desirable. Additionally, training in the administrative systems of a United Nations agency, fund, or program is preferred. Candidates should have a strong understanding of administrative and financial support procedures, rules, and regulations, as well as the ability to draft routine and non-routine correspondence and reports. Skills in maintaining effective client relationships and performing basic financial accounting operations are essential. Proficiency in standard office computer software and enterprise resource planning systems is required, along with the ability to conduct simple research and organize information for report preparation.
Educational Background:
The educational background required for this position includes a completion of secondary education with administrative certification or training. A university degree in business administration, social sciences, or a related field is highly desirable. Candidates with training in the administrative systems of a United Nations agency will have an advantage. It is important that candidates have their educational qualifications recognized by the World Higher Education Database (WHED).
Experience:
Candidates must have a minimum of five years of relevant work experience in the secretarial or administrative field. Experience in administrative and financial roles within WHO or the United Nations system is desirable. Familiarity with Oracle-based or other enterprise resource planning systems is also preferred. The role requires a demonstrated ability to manage administrative tasks effectively and efficiently, ensuring compliance with organizational policies and procedures.
Languages:
Essential language skills for this position include expert knowledge of English, intermediate knowledge of Kazakh, and expert knowledge of Russian. Proficiency in these languages is crucial for effective communication within the organization and with external partners. Additional language skills may be considered an asset but are not mandatory.
Additional Notes:
This position offers an attractive remuneration package, including an annual net base salary starting at USD 18,053, subject to mandatory deductions for pension contributions and health insurance. Employees are entitled to 30 days of annual leave. The vacancy notice may be used to fill other similar positions at the same grade level.
