Job Overview:
The Skills and Training Manager will serve as the Technical Vocational Education and Training (TVET) specialist within the Strategic Growth Stream of the Pacific Labour Mobility Support Program (PLMSP). This role is pivotal in supporting the procurement, design, and delivery of accredited training tailored to the needs of workers participating in the Pacific Australia Labour Mobility (PALM) scheme. The manager will work closely with industry stakeholders to ensure that the training models developed under the PLMSP pilots are scalable and effective. This position requires a proactive approach to liaising with various stakeholders, including employers and training organizations, to ensure that the training provided meets the specific needs of PALM workers and aligns with the objectives of the program.

Duties and Responsibilities:
The Skills and Training Manager will be responsible for a comprehensive set of duties, including:
  • Designing skills training pilots through scoping and needs analysis, procurement, stakeholder consultation, evaluation, and contracting.
  • Reviewing the training and support requirements for worker cohorts involved in PLMSP pilots.
  • Advising approved employers (AEs) and Registered Training Organisations (RTOs) on addressing training needs, including cross-cultural communication.
  • Fostering effective mentoring and knowledge sharing across AEs and RTOs through pilot forums and briefs.
  • Maintaining relationships with Labour Sending Units, government ministries, bi-lateral programs, community groups, and other training providers to ensure appropriate stakeholder engagement in training program delivery.
  • Collaborating with the PLMSP monitoring, evaluation, research, and learning team, as well as external assessors, to capture lessons learned from skills pilots.

Required Qualifications:
The successful candidate must possess several key qualifications and experiences, including:
  • Tertiary qualifications in a relevant discipline, such as education and/or training.
  • Experience in international development and project management.
  • Extensive experience in developing, delivering, and facilitating training programs, particularly in an English as a Second Language context, utilizing dynamic and inclusive learning strategies and technologies.
  • A solid understanding of the Australian technical and vocational education system.
  • Experience working with programs in the Pacific, with a strong grasp of Gender, Equality, Disability & Social Inclusion (GEDSI) concepts and issues.
  • A demonstrated ability to build respectful, productive, and sustainable working relationships with a variety of stakeholders, including partner governments, civil society, and the private sector.

Educational Background:
Candidates must have tertiary qualifications in a relevant field, such as education, training, or a related discipline. This educational background is essential for understanding the complexities of vocational education and training, particularly in the context of international development and the specific needs of PALM workers.

Experience:
The position requires extensive experience in the development and delivery of training programs, particularly in contexts where English is a second language.
