Job Overview:
The Consultant for Environmental Impact Assessment (EIA) will be responsible for conducting a thorough evaluation of the environmental and socio-economic impacts associated with borehole drilling operations in Bulaley Village, Galkacyo South District. This role involves assessing both the positive and negative effects of the drilling process on local communities and the environment, ensuring compliance with Somali environmental regulations and international best practices. The consultant will work closely with local stakeholders to gather data, analyze findings, and develop mitigation strategies to minimize adverse impacts while enhancing positive outcomes. The EIA will be conducted in two phases: before and after the drilling operations, with a focus on establishing baseline conditions, identifying potential impacts, and proposing effective mitigation measures.

Duties and Responsibilities:
  • Conduct a comprehensive baseline environmental assessment prior to drilling, including data collection on local geology, soil composition, hydrology, and existing groundwater quality.
  • Assess the physical, biological, and socio-economic environments to identify potential impacts of drilling operations.
  • Evaluate the environmental and socio-economic changes post-drilling to inform future site selection and operational practices.
  • Engage with local communities, government authorities, and NGOs to gather input and address concerns throughout the EIA process.
  • Prepare detailed reports documenting baseline conditions, impacts, and proposed mitigation measures for each phase of the assessment.
  • Develop a comprehensive environmental mitigation plan to address potential impacts identified during the assessment.
  • Recommend best practices for noise, dust, and pollution reduction during drilling operations.
  • Propose measures for sustainable water management and rehabilitation of disturbed areas post-drilling.
  • Ensure stakeholder involvement and transparency throughout the EIA process by conducting public consultations and meetings. 1
  • Monitor compliance with the Code of Conduct and Ethics, ensuring adherence to safeguarding policies and promoting a culture of compliance within the organization.

Required Qualifications:
The ideal candidate should possess a bachelor's or master's degree in Environmental Science, Environmental Engineering, or a related field. A combination of relevant education and experience may be considered. The consultant should have a minimum of 5 years of progressive experience in NGO project management, particularly in humanitarian or development contexts. Experience in conducting environmental impact assessments in arid and semi-arid regions is highly desirable. Knowledge of Somali environmental laws and regulations is essential, along with strong analytical and reporting skills. The consultant should demonstrate the ability to engage effectively with diverse stakeholders and possess excellent communication skills.

Educational Background:
Candidates must have a bachelor's or master's degree in Environmental Science, Environmental Engineering, or a related field. Relevant certifications in environmental assessment or management are advantageous. A strong academic background in environmental studies, ecology, or related disciplines will be considered favorably.

Experience:
The position requires a minimum of 5 years of relevant experience in conducting environmental impact assessments, particularly in humanitarian or development contexts. Experience working in arid and semi-arid regions, as well as familiarity with local ecosystems and socio-economic conditions, is essential. Previous experience in stakeholder engagement and community consultations is also required.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Somali is highly desirable, as it will facilitate communication with local communities and stakeholders. Knowledge of additional languages relevant to the region may be considered an asset.
