Job Overview:
The Team Leader position is crucial for the anticipated ES-SEAH programme, which aims to empower survivors of sexual exploitation, abuse, and harassment. This role involves increasing the reporting of SEAH incidents perpetrated by aid actors and enhancing survivor-centered responses. The programme will engage Women's Rights Organizations (WROs) and conduct action research to identify effective prevention and response strategies across at least three different country contexts. The Team Leader will provide strategic, technical, and managerial oversight to the programme implementation team, ensuring high-quality delivery and coordination of various programme components. Responsibilities include managing the core programme team, ensuring timely achievement of objectives and outcomes, and fostering strong relationships with stakeholders, including FCDO and other partners.

Duties and Responsibilities:
The Team Leader will be responsible for the overall leadership and management of the ES-SEAH programme. Key duties include:
  • Providing strategic direction and technical leadership to the programme implementation team.
  • Ensuring effective coordination and integration of programme components to achieve intended results.
  • Managing the core programme team, overseeing both technical and operational aspects.
  • Developing and implementing effective SEAH reporting mechanisms that are contextual and accessible.
  • Partnering with WROs to receive and respond to SEAH reports.
  • Building an evidence base on effective survivor-centered approaches, informed by survivor experiences.
  • Collaborating closely with the UN on initiatives to prevent and respond to SEAH perpetrated by UN personnel.
  • Serving as the primary point of contact for engagement with key partners, beneficiaries, and stakeholders.
  • Promoting knowledge exchange across Options’ programmes and nurturing relationships with clients and partners. 1
  • Ensuring compliance with programme timelines and budgets, and adapting strategies as necessary.

Required Qualifications:
Candidates must possess strong leadership and management skills, with a proven track record in programme implementation and oversight. They should demonstrate the ability to work collaboratively with diverse stakeholders, including governmental and non-governmental organizations. A strong understanding of sexual exploitation, abuse, and harassment issues, particularly in humanitarian contexts, is essential. Candidates should also exhibit excellent communication skills, both written and verbal, and be able to analyze complex problems and develop structured solutions. A commitment to safeguarding principles and a strong advocacy for women's rights and health is crucial.

Educational Background:
A relevant degree in public health, social sciences, international development, or a related field is required. Advanced degrees or specialized training in gender studies, human rights, or related areas will be considered an asset. Candidates should have a strong theoretical understanding of sexual and reproductive health rights, particularly in relation to vulnerable populations.

Experience:
Candidates should have significant experience (typically 7-10 years) in managing complex programmes, particularly in the areas of sexual and reproductive health, gender-based violence, or humanitarian response. Experience working with international organizations, particularly in leadership roles, is highly desirable. Familiarity with the challenges faced by survivors of sexual exploitation and abuse in various contexts is essential, as is experience in capacity building and partnership development.

Languages:
Fluency in written and spoken English is mandatory. Proficiency in French or other relevant languages is considered an advantage, particularly given the diverse contexts in which the programme will operate.

Additional Notes:
This position is a fixed-term contract for the duration of the programme, estimated to be 5 years. The role is contingent upon funding being awarded to Options.
