The WHO Asia-Pacific Centre for Environment and Health (ACE) was established in 2019 through a Memorandum of Understanding between WHO and the Ministry of Environment of the Republic of Korea, along with the Seoul Metropolitan Government. ACE aims to strengthen scientific information for policymaking and assist Member States in policy development and implementation.
Job Overview:
The consultant will play a crucial role in ensuring the timely and effective functioning of the ACE workplan, contributing to the strategic implementation of the New Regional Vision and the Fourteenth General Programme of Work of WHO (GPW14). The consultant's primary focus will be on developing the ACE 10-year strategy, strengthening advocacy, engaging high-level officials, mobilizing resources, and advancing initiatives to support Pacific Island Countries and other vulnerable member states impacted by climate change. The consultant will work closely with the Director of ACE and the Director of Programme Management, liaising with technical staff at ACE and relevant WHO technical units and experts. This position requires a deep understanding of global health policy development, particularly in the context of environmental health and climate change.
Duties and Responsibilities:
- Support the finalization and implementation of the ACE 10-Year Strategic Plan, including leading the development of the strategy and roadmap, creating a communication and engagement plan, and facilitating consultation meetings with key stakeholders.
- Establish a Working Group of Senior Experts to provide high-level advocacy and technical expertise for ACE, managing and coordinating their contributions.
- Develop and implement a Resource Mobilization Strategy for ACE, engaging potential donors and formulating strategies to secure funding for priority projects.
- Lead the development and promotion of the Protocol on Climate, Health, and Sea-Level Rise, ensuring it addresses public health impacts and aligns with regional needs.
- Provide strategic and technical support to ACE management and staff, participating in key events and assisting in the preparation of information sessions on climate change and health.
Required Qualifications:
Essential qualifications include an advanced degree (master’s level or higher) in public health, environmental health, or a related field, with a desirable doctoral degree in the same areas. Candidates must have at least 10 years of experience in global health policy development and implementation, particularly focusing on environmental health and climate change. Experience in project development and resource mobilization, as well as knowledge of WHO policies and programs, is also essential. Candidates should possess excellent communication and interpersonal skills, the ability to work independently, and a strong initiative.
Educational Background:
Candidates must hold an advanced degree (master’s level or higher) in public health, environmental health, or a related field. A doctoral degree in public health or environmental health is desirable, indicating a higher level of expertise and knowledge in the field.
Experience:
The position requires at least 10 years of experience in global health policy development and implementation, with a specific focus on environmental health and climate change. Candidates should also have experience in project development and resource mobilization, as well as familiarity with WHO policies and programs.
Languages:
Expert knowledge of English (reading, writing, and speaking) is essential for this position. Proficiency in additional languages may be considered an asset but is not mandatory.
Additional Notes:
The consultancy is home-based with teleworking as the primary mode of operation. However, travel to Seoul, South Korea, may be required for meetings and collaboration with ACE. The expected duration of the contract is 6 months, with a total remuneration of USD 50,00
