Job Overview:
The National Professional Officer (Monitoring and Evaluation) position is integral to the WHO's Pandemic Fund project in Kazakhstan. The incumbent will be responsible for monitoring, evaluating, and reporting on the implementation of WHO activities aimed at enhancing the national public health system's capacity for pandemic preparedness and response. This role involves collaboration with various stakeholders, including government and civil society partners, to ensure effective project execution. The officer will analyze project success, prepare technical and financial reports, and support the development of work plans and funding proposals aligned with national health priorities. The position requires a strong understanding of public health monitoring and evaluation, as well as the ability to synthesize information and communicate effectively with diverse audiences.
Duties and Responsibilities:
- Monitor the implementation of WHO activities under the Pandemic Fund project, ensuring alignment with national health priorities.
- Conduct analyses of project outcomes and prepare technical and financial reports for stakeholders.
- Support the development and implementation of work plans and funding proposals.
- Identify data information elements necessary for health sector coordination and decision-making.
- Design standardized methods for capturing evidence-based health interventions and document lessons learned.
- Provide technical support to health clusters in identifying public health baselines and interventions.
- Facilitate operational planning and reporting of health emergency activities.
- Assess the impact of health emergency responses and recommend improvements.
- Prepare background documents, concept papers, and situation analyses. 1
- Serve as the WHO focal person on the M&E UN Team for health-related matters. 1
- Develop timely surveillance updates and reports during outbreaks.
Required Qualifications:
- Strong analytical skills with the ability to synthesize information from multiple sources.
- Excellent writing and editing skills for effective communication.
- Strong interpersonal skills to work across cultures and build relationships.
- Proficiency in relevant software applications for data analysis and reporting.
- Knowledge of public health monitoring and evaluation principles and practices.
- Familiarity with health informatics and policy development.
Educational Background:
Essential: A Bachelor's degree in social sciences, health sciences, public health, or a related field from an accredited institution. Desirable: A Master's degree or advanced training in any of the aforementioned areas, which would enhance the candidate's qualifications for the role.
Experience:
Essential: A minimum of two years of relevant experience at the national or international level in public health monitoring and evaluation, health informatics, or health policy and surveillance. Desirable: Specific experience in monitoring and evaluation processes, particularly in the context of public health initiatives.
Languages:
Essential: Expert knowledge of English and Russian. Desirable: Intermediate knowledge of Kazakh, which would be beneficial for communication within the local context and with stakeholders.
Additional Notes:
The position offers an annual base salary starting at USD 44,156, subject to mandatory deductions for pension contributions and health insurance. Employees are entitled to 30 days of annual leave. This vacancy may be used to fill other similar positions at the same grade level.
