Job Overview:
The position of Consultant for Digital Transformation in Education is focused on providing technical support to the Ministry of Education, Youth and Sport (MoEYS) in Cambodia as part of the second phase of the Strengthening Teacher Education Programmes in Cambodia (STEPCam II). The consultant will play a crucial role in the development of Cambodia's ICT Competency Framework for Teachers, which is essential for integrating digital tools into the education system. This role involves leading the development of a comprehensive roadmap for competency-based teacher training programs, ensuring that teachers are equipped with the necessary skills to effectively use ICT in their teaching practices. The consultant will also be responsible for establishing monitoring and evaluation mechanisms to assess the effectiveness of these programs. The overarching goal is to enhance the quality of education in Cambodia through digital transformation, aligning with the country's long-term socioeconomic strategy and the Sustainable Development Goals.

Duties and Responsibilities:
The consultant will have a wide range of duties and responsibilities, including but not limited to:
  • Leading the development of Cambodia's ICT Competency Framework for Teachers, contextualized based on UNESCO's global frameworks.
  • Providing technical support to MoEYS in mapping current and planned ICT training programs for teachers.
  • Developing a comprehensive roadmap for competency-based ICT teacher training and continuous professional development (CPD) programs.
  • Conducting a rapid assessment of teachers' ICT competencies in Cambodia, including designing the study methodology and tools.
  • Collaborating with various stakeholders, including government departments, teacher education institutions, and development partners, to ensure coherence in digital transformation strategies.
  • Preparing reports and documentation for consultation workshops and other stakeholder engagements.
  • Ensuring that the frameworks and programs developed consider inclusion, equity, and gender equality in education.

Required Qualifications:
Candidates must possess a Master's degree in education, educational technology, information technology, or a related field. Additionally, they should have at least 7 years of demonstrated international experience in education policy and strategy development, educational technology, and teacher development. Experience working with governments on education policy and strategy development is essential, with a minimum of three examples provided. Candidates should also have a proven track record in providing technical support for educational technology and teacher development initiatives, preferably with UN agencies or international NGOs. Strong conceptual and analytical skills, excellent communication and interpersonal skills, and the ability to work effectively in multicultural teams are also required.

Educational Background:
The educational background required for this position includes at least a Master's degree in fields related to education, educational technology, or information technology. This advanced degree is crucial for understanding the complexities of educational systems and the integration of technology in teaching and learning processes.

Experience:
The position requires a minimum of 7 years of relevant experience in the field of education, particularly in areas related to policy development, educational technology, and teacher training. Candidates should have substantial experience working internationally, particularly in low-resource contexts, and should demonstrate a history of successful collaboration with government entities and educational institutions.

Languages:
Fluency in written and spoken English is mandatory for this position. Proficiency in additional languages may be considered an asset, but English is the primary language of communication within UNESCO and for this consultancy role.

Additional Notes:
The contract duration for this consultancy is 6 months, tentatively from February 2025 to July 202
  • The consultant is expected to provide 60 working days of technical support during this period. The role requires at least two missions to Cambodia, each lasting a minimum of five days, with arrangements supported by the UNESCO Phnom Penh Office. The consultant is responsible for their own tools and equipment necessary for the assignment. The position is open to external candidates, and the application deadline is set for 19 December 2024.
