The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
Job Description
General Minimum Requirements
The general minimum requirements for working with the OSCE are:
- Excellent physical condition
- Possession of a valid automobile driving license and ability to drive using manual transmission
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
- First-level university degree in political sciences, international relations, public policy, law, international human rights law or other human rights related fields
- Experience working with human rights, minority or gender issues
- Demonstrable organizational, analytical, communication and interpersonal skills
- Experience in drafting reports
- Sound knowledge of communities’ rights standards and international human rights standards, preferably in postconflict areas or areas under transition;
- Management experience and team-building ability;
- International field work experience in monitoring and reporting;
- Strong analytical and problem solving skills;
- Professional fluency in English;
- Strong drafting skills and ability to produce factual reports within strict deadlines;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Positive and co-operative outlook;
- Cultural sensitivity and judgment;
- Flexibility and ability to work under pressure and within limited times frames;
- Ability to operate Windows applications, including word processing and e-mail.
- Knowledge of one or more local languages;
- Knowledge of the regional political situation and legal system of the mission area;
- Demonstrated negotiation, mediation and/or conflict resolution skills;
- Experience in project cycle management.
- Providing guidance and supervising the HRCD Communities staff in the RC, in co-operation with the RC Director and in co-ordination with the Communities Section at the HRCD Headquarter, managing their performance and outputs in line with overall HRCD project objectives; Co-ordinating the work of the HRCD Communities staff in the RC and facilitating their field monitoring tasks, thematic advocacy and project activity implementation, contributing also to project monitoring and evaluation relevant to the field;
- Establishing the most adequate line of action to promote and protect communities’ rights in the RC area of responsibility, within the overall thematic and project framework set by the Communities Section at the HRCD Headquarter, in co-operation and synergy with the RC Director and other Senior professionals based in the RC;
- Compiling and ensuring regular reports on monitoring, thematic advocacy and project activities of all Communities staff in the RC, and submitting those reports to the RC Director and the Communities Section at the HRCD Headquarter, and, at their request, drafting specific spot reports;
- Performing other duties as assigned.
