Job Description
The USAID-funded Conservation through Economic Empowerment in the Republic of Congo (CEERC) Activity, implemented by Tetra Tech International Development is currently accepting expressions of interest for a Climate Change Specialist. This position will be located in the main office in Brazzaville.
The purpose of CEERC Project is to reduce threats to biodiversity, carbon-rich forests and peatlands in the Republic of Congo (ROC). This five-year activity takes a market-systems approach to promote conservation-friendly development and strengthen green markets systems. CEERC will work with private sector entities, natural resource management authorities, international NGOs, communities, the government and other stakeholders to build private sector partnerships and alliances, identify opportunities to improve business-enabling conditions, and strengthen the capacity of community enterprises.
Reporting to the COP, the Climate Change Specialist will work closely with the project’s technical team to lead climate change assessments of value chains and their development. He/she will ensure there is focus on the potential climate impact of all CEERC actions. He/she will assist the Communications and Collaborating, Learning and Adapting (CLA) Lead to develop strategies to encourage public awareness and behavioral change. He/she will participate in CLA pause-and reflect sessions by presenting updates on activity progress and will capture success stories among CEERC partners and grantees as well as other donor-funded programs. He/she will also work closely with the Capacity-Building/Small Grants Lead to ensure grantees have sufficient knowledge and technical skills in order to incorporate climate change considerations into the project’s grants program. The successful candidate will also support monitoring and reporting on Green House Gasses (GHG)’s and sustainable landscape indicators.
Responsibilities:
* Lead climate change assessments and support activities to reduce GHG emissions through improved forest management, sustainable livelihood alternatives, and improved policy and regulatory enabling environment;
* Provide technical supervision of grantees and consultants as delegated by the COP;
* Provide technical assistance to the project in accordance with the approved work plan;
* Assure thorough and accurate reporting for activities and participate in budget and operational planning as needed;
* Support monitoring and evaluating of project performance and progress, including GHG and sustainable landscape indicators.
Qualifications:
* Bachelor's degree, advanced degree preferred, relevant to natural resource management and/or climate change;
* Minimum of 6 years of experience in the development sector providing technical assistance and/or advisory services on large donor-funded projects;
* Demonstrated experience with climate change risk assessment and mitigation;
* Experience working in Central Africa;
* Written and spoken fluency in French required, English a plus;
* USAID experience preferred;
* Congo (Brazzaville) nationals are strongly encouraged to apply.
