ABOUT THE MISSION...

In Venezuela, people are faced with hyperinflation, struggle to find necessities, lack of medicines and access to medical services in addition to a rise in crime rates. Many Colombians, formerly settled in Venezuela have decided to go back home while many Venezuelans chose to migrate to major cities in Colombia or to transit through them during their journey to other countries in the region. They walk along the roads, often with no means or possessions. One of the main routes for those travelling to Bogotá or Medellín goes through Bucaramanga. Walkers called the Caminantes use this road every day. SOLIDARITÉS INTERNATIONAL is at the moment running or providing support to four shelters located at strategic points on the migration route in Santander and North Santander. SOLIDARITÉS INTERNATIONAL, in consortium with PREMIÈRE URGENCE INTERNATIONALE, is ensuring access to basic services for persons on the move using these shelters, with a particular focus on access to water, sanitation and hygiene (rehabilitations/construction for water supply, sanitation facilities, provision of hygiene items, etc.). We are also improving shelter infrastructure and delivering food assistance as well as healthcare and psychological support services through PREMIÈRE URGENCE INTERNATIONALE. SOLIDARITÉS INTERNATIONAL is seeking to further develop this response in the coming months, through various fundings, and support new shelters, providing additional services, and proposing a daily transportation and shelter services for the most vulnerable and PWSN (People with Special Needs) Caminantes.

ABOUT THE JOB

General objective: The Administrative Manager supports the processing accounting and financial transactions, as well as in all tasks and procedures associated with HR. He/she helps define and implement national HR policies at mission level. He/she is responsible for implementing and monitoring, in close collaboration with the coordinator" style="border-bottom: 1px dotted #007bff !important;">administrative coordinator, administrative, financial and HR procedures on the different bases. The Administrative Manager manages the administrative teams with the support and under the supervision of the administrative coordinator. He/she manages the cash processes (cash transfer, donor payment…) at mission level under the supervision of the administrative coordinator. He/she takes on the functions of the administrative coordinator in case of absence. Main duties and responsibilities:
  1. Administrative management of personnel
  2. Cash-flow/bookkeeping
  3. Budgetary / financial monitoring
  4. Administrative management of the mission
  5. Reporting/communication/representation
  6. Team management
The main challenges:
  • Induction and organization of the administrative team
  • Capacity building of the admin staff
  • Reinforcement of basic process (implementation of software, full process at base level) and support the increase of mission’s volume
  • Implementation of framework (fiscal, HR….)
  • Financial piloting of the base

YOUR PROFILE

Education: education background in accountancy, internal control or financial management is mandatory. Experience: at least two years of experience in humanitarian financial and administrative at management level positions. An experience in emergency context, in base or mission opening is an asset. Technical skills and knowledge:
  • Accountancy and internal control skills – knowledge of SAGA is an asset
  • Financial management skills – knowledge of major institutional donor rules (OFDA/UNICEF/ ECHO…) is an asset
  • Very strong organizational skills are necessary
  • HR management (contractual, payroll…) is necessary – knowledge of HOMERE is an asset
  • Managerial skills are mandatory – team management, capacity building are highly appreciated
  • Perfect command of Excel
Languages: Spanish and English are mandatory. Other desirable qualities: leadership and management / coordination with partners / planning and prioritization / flexibility / capacity to work under stress / adaptability / solution-oriented

SI WILL OFFER YOU

A salaried post: According to experience, starting from 1 800 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem SOLIDARITÉS INTERNATIONAL also covers accommodation costs in a shared Guest House and travel expenses between the expatriate's country of origin and the place of assignment. Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with 850 USD allocated by SOLIDARITÉS INTERNATIONAL). To these break periods, it is necessary to add the granting of one additional rest day per month worked**.** Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded. LIVING CONDITIONS: Expats are housed in a hotel house which offers very good housing conditions (each bedroom with a bathroom), outside living area, etc. Almost everything can be found in Colombia. The position may require travelling to Pamplona (4 to 6 hours by car). Covid19 Solidarités International recommends vaccination against Covid-19, using WHO approved vaccines. If possible, the vaccination should be done before departure in order to reduce the logistical constraints once on the ground.
