The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
Job Description
General Minimum Requirements
- Excellent physical condition
- Possession of a valid automobile driving license and ability to drive using manual transmission
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
- First-level university degree in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
- Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
- Demonstrable organizational, communication, analytical and interpersonal skills
- First-level university degree or equivalent experience
- Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred
- First-level university degree in public administration, political science or similar relevant field;
- International field work experience in monitoring, reporting and policy-making;
- Proven experience in project cycle management;
- Knowledge of and experience in good governance principles and familiarity with the European Charter of Local Self Government;
- Knowledge of and experience in democratization issues, including local governance, media and public participation in decision making, in particular with women, youth, and civil society in developing/transitional countries;
- Staff management experience and team-building ability;
- Strong analytical and problem solving skills;
- Ability to produce analytical reports, very good report writing skills;
- Professional fluency in the English language;
- Interpersonal and diplomatic skills;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Demonstrated cultural sensitivity and judgment to local conditions and communities;
- Flexibility and ability to work under pressure and with limited time frames;
- Political awareness and understanding;
- Ability to operate windows applications, including word processing and e-mail;
- Valid driving license obtained at least two years ago;
- International work experience and/or experience in field missions, preferably in the South Eastern European area;
- Experience in negotiation/mediation and/or capacity-building with municipal authorities;
- Knowledge of the regional political situation and legal system of the mission area.
