This position will be based in a country where CARE USA has
field operations and will require deployments and travels at a short notice to assist with preparedness efforts and humanitarian
emergency response.**

To achieve this goal, CARE is in search of an experienced, motivated, and innovative
Emergency Preparedness Planning Specialist who will contribute to CARE USA’s efforts to achieving 2030 Vision, anchored in the delivery of women-centered, locally-led quality
humanitarian response with speed and at scale.
This position primarily supports CARE’s humanitarian response by supporting preparedness efforts and strengthening the capacity of RMUs and COs teams (including implementing partners). The EPP Specialist will collaborate with the respective CARE USA’s units/departments, CARE Member Partners (CMPs), Regional Management Units (RMUs), and COs teams as needed to provide timely support on CARE’s preparedness planning work and mainstreaming gender and local partnerships strategies in CARE’s preparedness plans. In this role, the EPP Specialist may also represent CARE USA
Humanitarian Affairs team in relevant Preparedness fora/events as and when requested.
S/he will ensure that Regional Management Units (RMUs) and Country Offices (COs) have appropriate technical guidance, support, and necessary tools to enable them to be adequately prepared and have robust emergency preparedness and contingency plans to respond to humanitarian crisis, immediate or protracted crisis, and to meet the needs of women, men, girls and boys in affected communities in a timely manner.
The person in this role will support several donor preparedness grants, ensuring that program objectives and goals are met, activities are implemented at the country office level, and that budgets and expenses are managed appropriately and all donor reporting requirements are appropriately met.
The position reports directly to the Sr. EPP and Humanitarian
Operations Manager in CARE USA acts as an active member of the Humanitarian Affairs team and works closely in collaboration with them to support proper
coordination, synergy, and complementarity of roles for timely provision of humanitarian operation and preparedness needs.
Responsibilities:
- Provide technical support to CARE’s preparedness priorities, strategic initiatives and response
- Provide support in developing and updating CARE’s preparedness and humanitarian operations capacity and systems
- Assist and support on preparedness grants management, monitoring and donors’ relations
- Other responsibilities as assigned
Qualifications:
- Bachelor’s degree in humanitarian affairs (focused on emergency preparedness, response/management, DRR), international development or related field
- At least 5 years of working with another INGO, Red Cross Movement, OCHA with 2 of those years working at the field level or country office level in an emergency context and program
- At least 2 years of project and grant management including budget oversight and donor reporting
- At least 2 years of DRR, emergency preparedness experience or related
- Experience with Microsoft Suites, (developing PowerPoint presentations), drafting training materials and facilitating training sessions
- Ability to analyze data and make appropriate recommendations
- Ability to conduct research, review reports and summarize findings and learnings
- Language - excellent written and spoken English is essential Language
