Job Description
Humanity & Inclusion (HI) Federation is an international humanitarian organization that works to improve the living conditions of people living in disabling situations in post-conflict or low-income countries. Founded in France in 1982, the HI Federation now has more than 3,350 personnel working in nearly 60 countries. Eight national associations, based in France, Switzerland, Belgium, Germany, Luxembourg, Great Britain, Canada and the United States, provide overall support for the field programs, which are implemented through HI Federation headquarters in Lyon, France and Brussels, Belgium.

Teams implement a combination of complementary actions, including: health care for the injured, orthopedic fitting and rehabilitation; actions against explosive remnants of war; educational and socio economic inclusion; the prevention of disabling diseases; advocacy to change national legislation and international standards, etc. For further information about the association: www.hi.org DESCRIPTION OF THE POSITION: The Economic Inclusion Policy officer and Specialist is a member of the BANEREI (Basic Needs Economic Recovery Economic Inclusion) team (based in the USA, Belgium and France), under the management of the BANEREI Manager, based in Lyon, under the wider Social & Inclusion Division, whose director is also based in Lyon (HI Headquarter) & the Director of the Luxembourg National Luxembourg, ANL. This position is located within the Luxembourg National Association. The Economic Inclusion Policy Officer & Specialist role is threefold: •Developing and expanding the HI’s profile and impact in economic inclusion through the coordination of the representation and influence vis à vis main professional network, key stakeholders and donors and the development of new business development opportunities for funding diversification. Each specialist of the unit is in charge of a selection of policy and business development activities. This role will coordinate the team efforts and will contribute by establishing direct contacts with a selection of professional networks, partners and donors based in Europe (including in Luxembourg). The role is expected to take the lead on the overall business development in close collaboration with the BANEREI manager And the Director of HI National associations and the Program Support Officer while the business development concerns their countries. •Contributing to the expertise development in the economic inclusion sector through the provision of technical support to a selection of programs and projects (mainly countries from Latina America and West Africa with a focus on the projects covered by Luxembourg Funding). MAIN RESPONSIBILITIES: 1/Policy Influence (20%) -Facilitate and coordinate technical external representation on topics covered by the “Basic needs, Economic recovery and Economic inclusion” unit throughout worldwide networks and with key stakeholders in order to contribute to the exchange of best practices and foster HI expertise visibility -Identify donors, networks, partners, NGOs, influential groups within the scope of the “Basic needs, Economy recovery and Economic inclusion” unit. -Represent HI’s Economic inclusion expertise throughout specific key networks and with external stakeholders (mainly based in Europe, following a portfolio share with the other Economic Inclusion specialists) -Coordinate and support the development of internal and external technical communication under the unit technical scope, in collaboration with its global specialists -Contribute to specific advocacy or communication campaign 2/Business Development (20%) -Coordinate and support the “Basic needs, Economic recovery and Economic inclusion” team in identifying opportunities for new business development and/or partnerships and suggest priorities in terms of business development under the unit expertise scope -Develop a business development action plan (including KPIs) to be included in the unit 5-Year plan In close relationship with the Institutional Fundraising team (DFI) and Directors of national associations: • Carry out donor mapping, analysis and recommendation of donors according to the “Basic needs, Economic recovery and Economic inclusion” unit strategy • Coordinate the development of relationships with donors within the “Basic needs, Economic recovery and Economic inclusion” unit and in collaboration with its Global Specialists • Mobilise new financial resources under the Economic inclusion scope in consistency with its strategy • Contribute to the conception of major projects (multiple countries, one theme or global thematic projects and innovation projects) under the Economic inclusion scope • Identify and develop global partnerships and/or major consortium with NGOs, multilateral institutions and the private sector on technical priorities or on important thematic issues. 3/Expertise (50%) The Policy Lead will provide technical support to a portfolio of countries (mainly from Latina America and West Africa) on Economic inclusion themes. The anticipated scope of work includes: -Setting framework and standards on economic inclusion -Providing strategic technical guidance -Ensuring the control of the technical quality and the relevance of HI’s activities under his/her scope -Contributing to the improvement of technical knowledge and practice through the development of lessons learnt, research and innovation projects under his scope when relevant -Contributing to the Technical Division professional development 4/Support to the Luxembourg National Association (ANL) (10%) -In close relationship with the Program Support Officer, contribute to the design of the Framework Agreement with the Ministry of Foreign Affairs by leading the “Basic needs, Economic recovery and Economic inclusion” sector interventions (focus socio- economic inclusion) -In close collaboration with the Program Support Officer and the Major Giving officer support in prospecting and engaging with Luxembourg based public and private donors as well as relevant networks and stakeholders -As part of the ANL's 3-year plan, he / she will be solicited to contribute to ANL's communication and private fundraising actions. For example, he / she participates in the coordination of the visits of the field actors in Luxembourg, and participates in the communication on projects with third parties (donor groups, local authorities and / or within the framework of projects awareness raising and development education). -As part of the ANL team, support the Communication, Marketing & EDS colleagues in several activities including press conferences, activities in school, « Cuisine du Monde », website -Join key events organized in Luxembourg (Pyramide…) -Share experiences from the field & from the Operations Division PROFILE THOUGHT: • You hold a Degree in Economics, Management, Enterprise Development, Development studies, Social inclusion, International studies, Finance, or another Degree combined with experience in the economic sector • You have a minimum of 3 years’ experience on managing livelihood/economic development activities/projects in developing/emerging countries • You have experience in project management and business management • You have a strong understanding and experience of grants and business development proposal processes • You have a strong background in networking, building partnerships and policy development in the field of economy • You have experience providing technical support and oversight economic or livelihood programs • You have experience working with vulnerable groups • You show strong analytical, organizational and problem solving skills • You have excellent written and oral communications and networking skills, capacity to transfer skills and train or coach others • You have a good knowledge of key donors’ priorities and requirements, as well as a good knowledge of monitoring and evaluation processes • You are able to work independently and as part of a team • You are rigorous and organized, resistant to stress and pressure • You embody HI values in any circumstances (humanity, inclusion, commitment, integrity, respect, caring, and solidarity) • You speak English fluently and have a good level of Spanish (basics in French desirable) SPECIFICITIES OF THE POSITION: This is a full-time position based in the HI Luxembourg National Association. The successful candidate will regularly travel internationally, including within Europe and to Lyon, as well as to countries of intervention (Covid restrictions permitting).
