Field Engineer

Under the overall supervision of the Head of Satellite Office/National Project Officer, the incumbent will be responsible for the overall management of construction sites and all engineering work, design and planning of construction activities in the assigned project. Core Functions / Responsibilities:

1. Lead the preparation of detailed and achievable strategies and activities including identification and assessments for the construction or rehabilitation of Social Infrastructures in coordination with program team.
2. Work with the engineering and program teams to organize and facilitate Consultation Forums with partners, community and IDPs for the development of culturally sensitive social infrastructure designs, technical engineering plans, and bills of quantities (BOQs).
3. Support the program team in the preparations of CWG consultations, identification and organization of field construction teams who will be engaged on Cash for Work (CfW) for the rehabilitation or construction of social infrastructures in communities.
4. Work with engineering and program teams in the development of assessment tool and selection criteria for the prioritization of social infrastructures in the covered communities.
5. Support the engineering and program teams in working closely with procurement/logistics personnel pertinent to timely delivery of construction materials, including providing quality control advice on the construction materials needed for the project.
6. Lead the planning, identifying and reporting critical gaps seen in the implementation of project activities and provide recommendations for appropriate solutions to the program team in coordination with engineering team and National Project Officer.
7. Lead the monitoring, surveying, designing, and quality control of construction/rehabilitation activities and ensuring timely implementation of construction/rehabilitation activities.
8. Ensure technical compliance of construction and rehabilitation activities with government, donor and IOM regulations and standards at field level
9. Prepare project progress and accomplishment reports including photo documentation (before and after) to the Project Management Team, indicating recommended project support actions as required/necessary.
10. Support engineering and program teams in maintaining lliaison and coordination with relevant government and non-government organizations, community working groups (CWGs), and other institutions who are actively involved in the rehabilitation programmes at community level.
11. Perform such other duties as may be assigned.

Required Qualifications and Experience Education · Preferably having degree in Civil or Structural Engineering or a related field from an accredited academic institution with four years of relevant professional experience, preferably in engineering or similar roles; · Certified Professional Civil or Structural Engineer in the Philippines Professional Regulatory Commission (PRC). Experience · Experience in construction and/or rehabilitation of social infrastructure and facilities; · Experience supervising construction contractors - working with local or national government agencies and non-government organizations and private sector groups; · Excellent organizational skills with the ability to manage multiple tasks simultaneously under time constraints - accurate and detail oriented; · Computer literacy with MS Office applications and construction drawing software. · Fluency in English and Filipino, both oral and written. Conversant in the local dialects, especially Maranao is an advantage; · Knowledge of BARMM context, post conflict settings, and on Mindanao protection issues is an advantage. Skills · Effective coordination with relevant government agencies and partners. · Structural engineering, and preparation of designs, technical tools and assessments. · Planning, reporting, and monitoring. · Community mobilizations and coordination. Languages Fluency in English and Filipino is required. Conversant in BARMM language is desirable. The working modality will be further discussed prior on-boarding if candidate is available to work on-site and/or offsite. Note: This is an hourly and on-call contract. Payment of hourly fees will be based on the completed working hours that is approved through an Hourly Time Record (HTR) by the supervisor. Payment processing is performed monthly.
